Quotations must be submitted on the e-Tender portal (https://www.etenders.gov.za/) using CSD credentials. Quotes must be in PDF format on company letterhead; MS Word, Excel and pictures are not accepted. The total quotation value must include all applicable taxes; failure to do so disqualifies the bid. Quotations received after the closing date and time will not be accepted. Quotations without brand names where required will not be accepted. All attached MBD forms must be duly completed and signed. A Joint Venture Agreement, if applicable, must be properly signed by all parties. Quotations will be evaluated on the 80/20 point scoring system: 80 points for price and 20 points for specific goals as per PPPFA 2022. Attendance of the compulsory site briefing is mandatory; failure to attend leads to disqualification. Bidders must be registered on the Central Supplier Database (CSD). Bidders in the service of the state will not be considered. Bidders blacklisted by National Treasury or any National Authority due to non-performance will not be considered.

Scope: supply, delivery, off-loading, servicing, removal and disposal of 6m3 solid waste skip bins on an as-and-when-required basis for a period of six (06) weeks at five Wastewater Treatment Works (WWTWs): Bushkoppie, Ennerdale, Goudkoppies, Northern, and Olifantsvlei. The service provider must provide trucks suitable for lifting and removing 6m3 steel skip bins from the WWTWs to registered landfill sites (Class A and Class B) and back, in compliance with the National Environmental Management Waste Act and applicable environmental legislation. For each bin serviced, the provider must submit a service slip/waste manifest signed by both the driver and the designated process controller, plus a weighbridge slip and safe disposal certificate from the landfill site, to the respective works managers. An assistant must accompany the truck operator during delivery and removal of bins. Duty bins removed must be replaced immediately with empty bins, with no spillages. Estimated monthly quantities: supply/delivery/servicing/removal of skip bins – 294; skip bin rental – 18; disposal per ton – 294 tons. Bill of Quantities 01 (Class A) and BOQ 02 (Class B) must be fully completed.

Skip bins will be lifted and removed by supplied trucks from the five WWTWs in line with operational plans and required frequencies, for disposal at licensed/registered landfill sites (Class A and Class B). For each bin, provide a service slip/waste manifest, weighbridge slip and safe disposal certificate. No spillages during handling and transportation; immediate clean-up and treatment of any spillages, reporting to the relevant Works Manager. Duty bins removed must be replaced immediately with empty bins, with no spillages. Incident Management Plan and Emergency Preparedness Procedures must be in place.

Pricing must be on MBD 3.1 Pricing Schedule – Firm Prices. Only firm prices accepted. Bill of Quantities 01 (Class A) and BOQ 02 (Class B) must be fully completed. Items include: supply, delivery, servicing and removal of 6m3 skip bins; skip bin rental per month; disposal per ton at registered landfill site; safety file (once-off). Estimated monthly quantities: 294 bin services, 18 bin rentals, 294 tons disposal. Locations: Bushkoppie, Ennerdale, Goudkoppies, Northern, Olifantsvlei WWTWs.

Pricing must be on the MBD 3.1 Pricing Schedule – Firm Prices. Only firm prices will be accepted; non-firm prices (including prices subject to exchange rate variations) will not be considered. The total quotation value must be inclusive of all applicable taxes. The offer must be valid for 60 days from the closing date. A separate pricing schedule is required for each delivery point if pricing differs. The Bill of Quantities (BOQ 01 and BOQ 02) must be fully completed. Estimated quantities are provided and may increase or decrease; JW takes no responsibility for the estimates.

CSD registration is required. Valid tax clearance certificate or SARS PIN is compulsory. Valid B-BBEE certificate or sworn affidavit (compliant with B-BBEE Practice Guide) is compulsory; non-compliant affidavit scores zero. Municipal rates and taxes statement not older than 90 days and not in arrears (regulation 38). Valid waste transportation certificate (general and hazardous) from the Gauteng Department of Agriculture, Rural Development and Environment. Valid letter of good standing from the Department of Employment and Labour. Hazardous landfill site permit. Transport permit from COJ – Waste Hub. Emergency Preparedness Plan. Company registration documents with ID copies of directors/shareholders. No persons in the service of the state. Not blacklisted by National Treasury. Joint Venture Agreement if applicable.

An Emergency Preparedness Plan is required. Incident Management Plan and Emergency Preparedness Procedures must be in place before any accident or incident. No spillages of any kind may occur during handling and transportation; the contractor must be geared to immediately clean up and treat any unforeseen spillages and report to the relevant Works Manager. A Safety File (once-off) is a line item in the Bill of Quantities.

Waste must be disposed at registered landfill sites: Class A (hazardous, high risk) and Class B (moderate risk, non-hazardous with some contaminants). Compliance with the National Environmental Management Waste Act and applicable environmental legislation is required. No spillages during handling and transportation; immediate clean-up and treatment of any spillages is required, with reporting to the Works Manager. Contravention of City of Johannesburg By-laws or environmental legislation may lead to immediate contract cancellation.

The contract is subject to the General Conditions of Contract (GCC) and any special conditions. JW reserves the right to cancel the contract with immediate effect if the service provider contravenes any applicable City of Johannesburg By-laws or environmental legislation. Delivery costs must be included in the bid price. The offer must be valid for 60 days from closing date.

This bid is subject to the Preferential Procurement Policy Framework Act of 2000 and the Preferential Procurement Regulations, 2022, the General Conditions of Contract (GCC) and any other special conditions of contract. All suppliers must be registered on the Central Supplier Database (CSD).
