• You must attach and fully complete all required MBD forms (MBD 4, MBD 8, MBD 9, MBD 6.1).
• Compulsory returnable documents include: a valid Tax Clearance Certificate (or SARS PIN), a valid B-BBEE certificate or compliant sworn affidavit, municipal rates/lease agreement not older than 3 months and not in arrears for more than 90 days, proof of CSD registration, and company registration documents with ID copies of directors/shareholders.

• Compulsory documents for evaluation: Valid Tax Clearance Certificate, B-BBEE certificate/affidavit, municipal account/lease agreement, signed MBD forms (4, 8, 9, 6.1), proof of CSD registration, and company registration documents with directors' IDs.

The bidder must be a registered business in South Africa, with a valid tax clearance certificate and a valid company registration certificate. The bidder must also not be in the service of the state, and must not have any relationship with persons in the service of the state who may be involved in the evaluation or adjudication of the bid.

• Scope: Provide daily cleaning and hygiene services at Johannesburg Water Head Office (Turbine Hall) for a period of four (4) months, Monday to Friday (excluding public holidays), 8 hours per day.
• Total cleaning area: 21,376 m² across ground, first, second, third floors, basement parking, and Phase 2.
• Cleaning requirements include: daily sweeping/mopping of tiles and stairs; spot-checking and tidying areas 3 times per weekday; daily vacuuming of carpets; daily washing/mopping of non-carpeted areas with weekly scrubbing; daily waste removal; daily cleaning of boardrooms, gym, kitchens, and disinfecting of toilets/urinals.
• Hygiene services: Provision and management of sanitary bins, including safe, compliant disposal of bio-hazardous waste at a registered facility.
• Equipment: The service provider must supply all necessary equipment, including industrial vacuum cleaners, mops, brooms, buckets, and PPE for staff.
• Staffing: Option to use existing JW cleaning staff or bring own personnel. Required staffing includes a supervisor and a specified number of male and female cleaners per floor.

• The service provider may use their own cleaning personnel or integrate with existing JW cleaning staff. The required staffing includes a supervisor and a specified number of male and female cleaners distributed across floors and basement areas.

• Bidders must submit three or more signed, valid, cleaning-related reference letters on client company letterhead (not for deep cleaning).

• The service provider must maintain a register of all equipment and materials used, including items like industrial vacuum cleaners and mops.
• Inspection checklists must be displayed, completed by cleaners, and signed off by a supervisor, then submitted monthly with the invoice.

• Use MBD 3.1 Pricing Schedule for firm prices. Only firm prices are accepted. The total must include all applicable taxes.

• Only firm prices are accepted; prices subject to exchange rate variations are not considered.
• The total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL).
• All delivery costs must be included in the bid price.

• Mandatory documents for submission (failure leads to disqualification): 1. Three or more signed, valid, cleaning-related reference letters on client company letterhead (not for deep cleaning). 2. NCCA or BEECA certificate. 3. Valid waste management certificate. 4. Valid UIF Letter of Compliance or equivalent proof.
• All suppliers must be registered on the Central Supplier Database (CSD).
• Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide; non-compliant affidavits will score zero.
• No bids will be considered from persons in the service of the state or from bidders blacklisted by National Treasury.
• A signed Joint Venture Agreement is required if applicable.

• All cleaning staff must be issued with appropriate PPE (boots, pants, gloves, masks, etc.) and be clearly identified.
• Hygiene services must include safe handling and disposal of sanitary waste using enclosed trolleys to prevent spillage and exposure.
• Daily disinfection of toilets, urinals, and basins is required.

• Sanitary waste must be disposed of in a manner compliant with environmental laws for bio-hazardous waste.
• Waste must be taken to a registered and approved disposal facility; disposal at normal dumping points is prohibited.

• The bid is subject to the Preferential Procurement Policy Framework Act, 2000, its 2022 Regulations, the General Conditions of Contract (GCC), and any special conditions.
• The contractor must ensure staff appearance is neat at all times.
• The offer must comply with specifications; any deviations must be indicated.
• All delivery costs must be included in the bid price.

• The bid is subject to the Preferential Procurement Policy Framework Act, 2000, its Regulations, the GCC, and any other special conditions of contract.
