• You must be registered on the National Treasury Central Supplier Database (CSD) by the closing date and provide your CSD registration number.
• You must initial each page of the General Conditions of Contract (GCC) (Annexure A) and submit it with your response.

Bidder must score at least 70% on functionality assessment and a minimum of 1 on each functionality element; must submit proof of at least three strategic planning assignments; facilitator must have at least three assignments in facilitating management/leadership strategic planning sessions; must be registered on CSD by closing date; price must be valid for 90 days; must submit all required SBD forms and supporting documents; must comply with B-BBEE requirements (submit certificate or sworn affidavit).

• Scope: Facilitate strategic planning sessions and workshops for SASSETA's Exco, Management Committee (Manco), and Board, and edit related documents.
• Key tasks:

• Exco-Level Planning: Conduct briefings with CEO and Executive Managers (face-to-face or virtual), study sector context, benchmark, and facilitate a 2-day session in August.
• Management-Level Planning: Conduct a 3-hour executive briefing, study context, benchmark, facilitate a 3-day session in early September, and edit draft strategic/annual plans for submission by 10 September.
• Board-Level Planning: Brief executives and Board Chair, facilitate the session, edit final strategic/annual plans (minimum 2 drafts), and deliver final plans by 20 November.
• Ad-hoc Workshops: Facilitate Exco/Manco/Board workshops as required.

• Deliverables:

• A detailed project plan and methodology.
• Facilitation of all planning sessions and workshops.
• Edited draft and final strategic and annual performance plans.
• Final report per session within three weeks, including action plans and recommendations.

• Experience requirements:

• Bidding company must have undertaken at least three strategic planning assignments (provide signed reference letters).
• Proposed facilitator must have at least three assignments in facilitating management/leadership strategic planning sessions (provide comprehensive CV).

• Reporting: The service provider reports directly to the CEO.

• Provide a methodology in full compliance with the scope of work.
• The methodology must detail how you will conduct briefings, facilitate sessions, edit documents, and prepare reports.
• Include your approach to studying sector context, benchmarking, and ensuring constructive discussions.

• Bidding company must have undertaken at least three strategic planning assignments. Provide signed, dated reference letters on client company letterhead.
• The proposed facilitator must have at least three assignments in facilitating management/leadership strategic planning sessions. Provide a comprehensive CV highlighting skills, roles, and responsibilities.

• Deliverables must include a detailed project plan and methodology compliant with the scope.
• Final reports for each session must be submitted within three weeks, reflecting proceedings, action plans, and recommendations.
• Strategic and annual performance plans must be edited with a minimum of two drafts before finalisation.

• Complete SBD 3.3 Pricing Schedule with itemised costs.
• Costs must be all-inclusive, in ZAR, and include VAT.
• Specify unit of measure (per session, per hour, per report, etc.) for each line item.
• Provide a grand total.
• Indicate the name of the proposed facilitator and confirm CV attachment.

• Provide an all-inclusive cost for the assignment using the SBD 3.3 Pricing Schedule.
• Prices must be firm, inclusive of VAT, and valid for 90 days from the closing date.
• The pricing schedule requires itemised costs for:

• Preparation and facilitation of Exco strategic session (3 days).
• Preparation and facilitation of Management Committee session (3.5 days).
• Editing draft strategic/annual plans based on Management session.
• Preparation (hourly rate) and facilitation (daily rate) of Board Strategic Planning Session.
• Editing and proof-reading final strategic/annual plans.
• Preparation (hourly) and facilitation (hourly/daily) of Board/Exco/Manco workshops.
• Consolidated closeout report.

• Indicate the name and surname of the proposed facilitator and attach their CV.

• Mandatory registration on the National Treasury Central Supplier Database (CSD) by the closing date. Provide your CSD registration number.
• Tax Compliance: Submit your SARS Tax Compliance Status PIN or a printed TCS certificate. If not available but registered on CSD, provide your CSD number.
• B-BBEE: Submit a valid B-BBEE Certificate or Sworn Affidavit to qualify for preference points.
• Company Registration: Provide valid CIPC company registration documents and certified copies of identity documents for company directors.
• Declaration: Complete and sign SBD 4 (Bidder’s Disclosure) declaring any conflicts of interest, state employment, or relationships with SASSETA personnel.
• Foreign suppliers must answer a questionnaire; if not liable for RSA taxation, CSD registration may suffice.
• Persons in the service of the state are disqualified.

• Submit a valid B-BBEE Certificate or Sworn Affidavit to claim preference points.
• Specific goals include Black unemployed persons (31%+), Black Women Ownership (30%+), Black Youth Ownership (30%+), and promotion of South African-owned enterprises.

• Contract duration: From date of appointment to 31 March 2028.
• Confidentiality: All project data, information, and documents received from SASSETA are confidential. A confidentiality agreement must be signed.
• Intellectual Property: The SASSETA logo and intellectual property are protected; unauthorized use may result in legal action.
• Reporting: Service provider reports directly to the CEO.
• General Conditions of Contract (GCC) in Annexure A form part of the contract; bidders must initial each page and submit it.
• POPI Act compliance: Bid information will be used solely for evaluation and archived per SASSETA records management policies.

• SASSETA reserves the right to cancel, delay, or not award the contract without explanation.
• Prices must be valid for 90 days.
• Quotations inconsistent with specifications will be disqualified.

• Minimum experience: three strategic planning assignments for the company and three facilitation assignments for the proposed facilitator.

• Preference points (20 points) are awarded for specific B-BBEE goals.
• Price evaluation uses the 80/20 system.
