Sentech SOC Ltd is a State-Owned Company and South Africa's leading provider of

broadcasting signal distribution services. Sentech is licensed as an Electronic

Communications Network Service (ECNS) provider and operates numerous

telecommunications networks supporting television, radio, satellite, broadband and

digital communication services throughout the country.

To improve the physical security of its infrastructure, Sentech intends appointing a

suitably qualified and experienced Contractor to supply, deliver and install a reinforced

concrete palisade fence at the C5 George Site under the George Operational Centre

(Oc).

The works comprise the replacement of the existing perimeter fence where applicable,

construction of reinforced concrete foundations, installation of reinforced concrete

palisade fencing, access gates, concertina wire and all associated civil works

necessary to provide a complete, secure and operational perimeter security fence.

The Contractor shall provide all labour, supervision, plant, equipment, transport,

materials, consumables and incidentals necessary for the successful completion of

the works.

3.1 Preliminary and General

The Contractor shall:

• Attend the compulsory site briefing.
• Verify all dimensions, fence lengths, levels and quantities before

commencement.

• Familiarise themselves with the existing site conditions.
• Establish and maintain site offices, storage facilities and welfare facilities where

required.

• Supply all supervision, labour, materials, plant, equipment and transport.
• Provide all temporary works necessary for safe construction.
• Provide scaffolding, ladders, lifting equipment, lifelines and fall arrest systems

where required.

• Establish and maintain adequate site security.
• Protect existing infrastructure, buildings, services and landscaping.
• Set out the works accurately.
• Maintain a clean and safe working environment.
• Remove all construction debris upon completion.
• Reinstate all disturbed areas.
• Submit material compliance certificates.
• Submit quality control documentation.
• Submit a detailed construction programme within ten (10) days after award.
• Submit weekly progress reports including photographs.

3.2 Removal of Existing Fence

Where applicable, the Contractor shall:

• Carefully remove existing fencing.
• Remove damaged foundations where instructed.
• Dispose of demolished material at an approved disposal facility.
• Protect existing services during demolition.

3.3 Earthworks and Excavation

The Contractor shall:

• Excavate all post foundations.
• Trim and level excavation bottoms.
• Remove unsuitable material.
• Backfill using approved material.
• Compacts backfill to specification.
• Dispose of surplus excavated material.

Foundation excavations shall generally be:

• 460 mm × 460 mm
• 600 mm deep

unless instructed otherwise by Sentech Representative ie. IS Manager or Construction

Team Leader.

3.4 Concrete Foundations

The Contractor shall:

• Supply and place minimum 30 MPa concrete.
• Ensure all posts are correctly aligned.
• Maintain vertical tolerance.
• Cure concrete in accordance with SANS requirements.

3.5 Supply and Installation of Concrete Palisade Fence

The Contractor shall supply, deliver and install reinforced concrete palisade fencing

comprising:

• Approximate Fence Length: 530 metres
• Fence Height: 2.25 - 2.4 metres
• Panel Width: 2 metres
• Posts:

o 3000 mm long

o 230 × 150 mm tapering to 80 mm

• Pales:

o 2400 mm long

o Reinforced

o Chamfered at 45°

• Rails:

o 1990 mm long

o Pre-stressed

• Galvanised carriage bolts
• PVC washers where applicable

Posts shall be installed at 2 metre centres and securely embedded into reinforced

concrete foundations.

3.6 Concertina Wire

Supply and install 700 mm diameter galvanised concertina razor wire over the entire

fence length including:

• Galvanised brackets
• Stainless steel tie wire
• All fixing accessories

3.7 Prefabricated Concrete Components

All precast concrete products shall:

• Achieve a minimum compressive strength of 40 MPa after 28 days.
• Be free of cracks, honeycombing and defects.
• Have smooth off-shutter finishes.
• Comply with applicable SANS standards.

3.8 Reinforcement

All reinforcing steel shall:

• Be high-yield steel.
• Have a minimum strength of 410 MPa.
• Be free from rust, grease and contamination.
• Comply with relevant SANS specifications.

3.9 Quality Assurance

The Contractor shall implement a Quality Control System including:

• Material approvals.
• Inspection records.
• Concrete test certificates.
• Compliance certificates.
• Dimensional inspections.
• Final quality inspection before handover.

3.10 Occupational Health and Safety

The Contractor shall comply with:

• Occupational Health and Safety Act.
• Construction Regulations.
• Sentech Health and Safety Specifications.

Prior to commencement, the Contractor shall submit:

• Approved Health and Safety File.
• Risk Assessments.
• Method Statements.
• Fall Protection Plan (where applicable).

No work shall commence until the Health and Safety File has been approved by

Sentech.

3.11 Localisation of Labour

The Contractor shall:

• Employ local labour where reasonably practicable.
• Maintain labour registers.
• Weekly labour reports

Failure to submit the required reports may delay payment certification.

3.12 Constraints

The Contractor shall allow for:

• Adverse weather conditions.

• Restricted access.

• Material delivery lead times.

• Operational requirements of the telecommunications site.

Extensions of time due to adverse weather shall be considered in accordance with

Gcc 2025.

3.13 Programme and Progress Reporting

Within ten (10) days after award, the Contractor shall submit a detailed construction

programme showing:

• Activity descriptions.
• Logical sequence of works.
• Resource allocation.
• Critical path.
• Key milestones.
• Planned completion date.

Weekly progress reports shall include:

• Updated programme.
• Progress photographs.
• Labour employed.
• Plant utilised.
• Safety statistics.
• Delays and mitigation measures.
• Planned activities for the following week.

11. Site access

• Access to Sentech sites is mostly by means of gravel roads. In some instances,

the roads may be paved with a bituminous surface in other instances maybe

concrete or concrete strips roads. The contractors are requested to use 4 x 4

vehicles to access our sites.

• Although we try our best to maintain these roads as best as possible some of the

paved and concrete roads cannot be accessed with an ordinary vehicle.

• Some may be very steep in places with very tight turns which would make access

difficult for ordinary vehicles.

• The mast and Sentech’s property and buildings are fenced off to restrict

unauthorized entry.

13.1.1. Site hand over meeting

• This is the official hand over of the site to the contractor for the duration of the

contract. This is the first meeting on site of all the relevant parties who will be

involved in the contract for its entire duration.

13.1.2. Progress meetings

• The intervals of progress meetings should be decided at the first site hand

over meeting. The Infrastructure Services Manager shall carry out additional

intermediate site inspections.

13.1.3. SENTECH line of reporting problems

• Any problem, which may arise during the contract, should be reported

immediately to the Infrastructure Services Manager.

• If the Infrastructure Manager is not available, it should be reported directly to

the Operations Manager.

13.2. Quality assurance

• Quality assurance inspection will be carried out at all the key dates and

milestones established at the site handover meeting.

• The Infrastructure Services Manager or Sentech trade tested rigger shall carry

out site inspections before, during and upon completion of the contract.

13.3. Execution programme

• Timeous completion of the project is of utmost importance for Sentech.

• To ensure and to assist the contractor to monitor his or her own progress, he

or she will be required to provide Sentech with a detailed execution schedule

when providing a quotation.

• This schedule should be in the Bar Chart format.

• It should highlight the following key information but not limited to:

completion of mast painting projects.

• It should be borne in mind that in addition to normal inclement conditions some

sites may be affected by high winds and mist at certain times of the day.

• Contractors are therefore urged to familiarize themselves with the historic

prevailing weather conditions of the specific region.

• The contractors must therefore allow for inclement weather-related delays in

theirs schedule. Any inclement weather days and consequential inclement

weather days accumulated during this contract will be granted as extension of

time as there will be no monetary compensation.

• The site must be kept clean at all times. All debris and any other foreign material

must be disposed of at a designated landfill site where required.

SITE HAND OVER MEETING: This is the first meeting on site of all the relevant parties who will be involved in the project. The Infrastructure Services Manager shall carry out additional site inspections as required. SENTECH LINE OF REPORTING: All communication and reporting must be directed to the designated Sentech representative. SENTECH HOUSE RULES: Rules for external contractors working on a Sentech site. The site must be kept clean at all times. All debris and any other foreign material must be removed regularly.

Mandatory Evaluation Criteria: Valid CIDB Certificate (attach a valid CIDB Certificate). Bidders that do not comply with all the above criteria will not be evaluated further.

The evaluation criteria are stipulated in 7 below. It is the Bidder’s responsibility to ensure that they have

responded to the evaluation criteria. Failure to meet the evaluation criteria will result in the Bidder not

being evaluated further. Bidders must ensure that they have included all supporting documentation

required to support their response to the Bid

7. RFQ evaluation method

This RFQ will be evaluated as described in the table below.

Evaluation Method 1. Stage 1 – Administrative Responsiveness Evaluation

All the Quotations will be evaluated against the Administrative

responsiveness requirements as set out in section 2 of the RFQ Data.

2. Stage 2 – Functional Evaluation Criteria

The proposals that COMPLY with the Mandatory evaluation criteria be

evaluated against the Functional Criteria. Suppliers meeting the minimum

requirement will be evaluated further.

3. Stage 3 – Price and Preference

Suppliers with the lowest Price offered will score the highest points. Only

Suppliers that submit a valid B-BBEE Certificate can claim preference

points in line with the 80/20

Suppliers with the highest number of points will be recommended for the award of

this quotation, unless there are compelling and justifiable reasons not to do so.
