Scope: Minor repairs to Phuthaditjhaba Fire Station offices and dormitories. Work includes: Alterations (removal of doors, windows, ceilings, vinyl flooring), brickwork (1 brick wall, reinforcement), carpentry (skirting, doors), ceiling installation (gypsum plaster boards, cornice), floor covering (vinyl tiles), ironmongery (locks, doorstops), painting (walls, ceilings, gutters, roof), and repairs to main gate/garage doors (alignment, gate motors, remote controls, fire station bay door repairs). Materials and standards: Doors (813x2032mm timber, 40mm semi-solid panel with commercial veneer), vinyl tiles (2.4mm x 300x300mm), gypsum ceiling boards (6.4mm thick), paint (acrylic PVA, enamel, roof paint), gate motors (heavy-duty industrial, 2000kg capacity, DC backup, obstacle sensing, 18-45m/min speed), fire station bay doors (SANS 1253 compliant, 0.3 m/s opening speed). Project duration: 3 months.

Submit a project implementation plan covering all activities and timeframes for the 3-month completion term. Plan must align with the scope of work (alterations, brickwork, carpentry, ceilings, flooring, ironmongery, painting, gates/doors). Evaluation of methodology contributes 20 points to functionality score.

Required: Company Registration Certificate (CRC) with active members, CSD registration (all JV parties), TCS Certificate/PIN/CSD Number (separate for consortia/JV/sub-contractors), Company Profile, CIDB grading 2GB or higher. For functionality: 5 letters of appointment and project completion for similar work (2-5 letters = 30-50 points). Key personnel: Foreman with 2+ years construction experience, Safety Representative with 2+ years experience + OHS Certificate.

Pricing must include: Preliminaries and general costs, alterations, brickwork, carpentry, ceilings, flooring, ironmongery, painting, gate/door repairs. Contingencies (10%) and VAT (15%) must be added to subtotal. Bill of Quantities provided in tender document (e.g., doors: 10 units, ceiling: 300m², vinyl tiles: 160m²). Bid amount must specify excl./incl. VAT.

Safety Representative with minimum 2 years experience and Occupational Health Certificate (compulsory) required. Project implementation plan must include health and safety measures. Compliance with Compensation for Occupational Injuries and Diseases Act (Letter of Good Standing mandatory).

Municipality reserves the right not to award the bid or accept the lowest bid. Contract may be terminated for corrupt/fraudulent acts during bidding or execution. Functionality evaluation (100 points, min. 60 to qualify): Company experience (50 points: 2-5 similar project letters = 30-50 points; 0-1 letter = 15 points), Human Resource Capacity (30 points: Foreman with 2+ years = 30 points; Safety Rep with 2+ years + OHS Certificate = 30 points; <2 years = 15 points), Project Implementation Plan (20 points: must cover 3-month activities/timeframes). Price evaluation: 80/20 preference system (80 points price, 20 points specific goals). Specific goals: 20 points for B-BBEE (historically disadvantaged or 51%+ disability-owned entities).
