Provision of security, patrol, and access control services for overberg district municipality resorts (august 2026)

Submit bids in a sealed envelope marked with bid number (Q02-2026), title, and closing date/time. Deposit in the bid box at Overberg District Municipality, 26 Long Street, Bredasdorp, 7280 by 12:00 on 29 July 2026. Late, faxed, emailed, or retyped bids will not be accepted. Use only official forms provided (MBD series). Initial every page; witnesses must sign where required. Complete the checklist for bid documentation. Do not use correction fluid (Tippex). Missing pages or alterations disqualify the bid. Bids must include: Certificate of Independent Bid Determination (MBD9), Key Performance Indicators (MBD16), VAT registration number, Tax Compliance Status (TCS) PIN or CSD number. Ensure all documents are attached behind the bid document.

Scope: Provide security, patrol, and access control services at Die Dam and Uilenkraalsmond Resorts (Overberg District Municipality) for 01–31 August 2026. Die Dam is 33 km east of Gansbaai; Uilenkraalsmond is 7 km east of Gansbaai. Requirements: 2 x Grade C Security Officers per resort for day shift (07:00–19:00, including public holidays) and 2 x Grade C Security Officers per resort for night shift (19:00–07:00, including public holidays). General requirements: Bidder and all security officers must be PSIRA registered (valid proof required). Guards must be paid at or above PSIRA salary rates. Service provider must submit proof of Public Liability Insurance (minimum R5 million cover, including firearms-related claims). No sub-contracting allowed. Provide contact details and qualifications of the Project Manager.

Bidder qualifications: Must have experience in providing security services to business or local government (1–5 points based on years). Submit proof: CIPC documents, client reference letters (confirming nature of services, contract duration, performance), copies of contracts/SLAs, appointment letters, company profile (year established, experience, key clients), and PSIRA registration. Key personnel: Project Manager must have 1–5 years of experience in security services (points awarded accordingly). Submit CV, appointment letter/employment contract, and reference letters from previous employers/clients. Security officers: Must have Grade 10 + Grade C Security Training (10 points if all officers comply; 0 otherwise). Certificates must be certified and attached.

Complete the official pricing schedule (MBD 3.1). Prices must be in Rand, include VAT, and cover all costs (transport, risks, liabilities, overheads, profit). No correction fluid (Tippex) allowed; draw a line across corrections and initial. Pricing for August 2026: Total monthly cost for 2 x Grade C officers per shift per resort (Die Dam and Uilenkraalsmond), including public holidays. Ad-hoc services: Price per Grade C officer (incl. VAT) for estimated max 10 days per officer per resort (day/night shifts). Total estimated ad-hoc cost (incl. VAT) used for evaluation. All costs must be included in the bid price. No upfront payments; payments made after verification. Municipality reserves the right to award per line item or accept multiple quotations.

Pricing must be in Rand and include VAT. Use only the official pricing schedule (MBD 3.1); alternative schedules are not accepted. Prices must cover all expenses (e.g., transport), risks, liabilities, overheads, and profit. All prices are final and binding. No upfront payments; payments made within 30 days of invoice verification. Bid validity period: 90 days from closing date. Pricing for August 2026 must include: total monthly cost for 2 x Grade C officers per shift per resort (Die Dam and Uilenkraalsmond), and estimated ad-hoc services (max 10 days per officer per resort). Municipality reserves the right to award per line item or accept multiple quotations.

Mandatory: Valid Tax Compliance Status (TCS) PIN or printed TCS certificate from SARS (failure to submit invalidates bid). CSD registration number required if TCS is unavailable. For consortia/joint ventures, each party must submit separate TCS/CSD. B-BBEE: Submit original or certified copy of SANAS-approved B-BBEE verification certificate or sworn affidavit (for EMEs/QSEs). EMEs (annual revenue ≤ R10M) require sworn affidavit confirming revenue and black ownership. QSEs (R10M–R50M) require sworn affidavit or QSE scorecard. Start-ups measured as EMEs for the first year. Certificates must include: SANAS logo, BVA number, original/certified copy, bidder details, issue/expiry dates, scorecard type, and B-BBEE status level. Declaration of Interest (MBD4) and past SCM practices (MBD8) forms are compulsory. Municipal rates/taxes must not be in arrears (>3 months).

Contract duration: 01–31 August 2026. Successful bidder must sign Contract Form MBD7.1 within 30 days of notification. Payment terms: within 30 days of invoice receipt. Contract may be extended if additional funds become available. Termination: Municipality may terminate for default (e.g., failure to deliver, breach of contract, insolvency) with written notice. Service provider liable for excess costs if Municipality procures similar services elsewhere. Restrictions: Service providers may be prohibited from doing business with the public sector for up to 10 years for corrupt/fraudulent practices. Disputes: Resolve via mutual consultation, then mediation, then South African court. Governing law: South African. POPIA compliance required. All notices served via ordinary mail to the bidder’s provided address.

Functionality/technical evaluation (max 35 points; minimum 25 required to proceed): Experience of bidder (1–5 points based on years in security services), quality service offerings (1–5 points based on positive reference letters), qualifications of personnel (10 points if all officers have Grade 10 + Grade C Security Training; 0 otherwise), experience of key personnel (1–5 points), PSIRA registration (10 points if submitted). Price evaluation: 80 points (lowest price scores highest). Preference points: 20 points for B-BBEE and specific goals (see MBD6.1). Municipality reserves the right to reject any bid, including the lowest or highest-scoring bid. Two bidders may be selected for award; the first bidder bears cost differences if the second is used.
