Johannesburg water requires the supply and delivery of steel medium-duty bends and distance pieces, flanged both ends and fusion-bonded powdered epoxy coated to a minimum 250 microns film thickness, complying with jw fabricated steel pipe and fittings specifications (table 1600/3). the RFQ covers 10 line items totalling 760 units across sizes from 40mm to 100mm, including 90° bends. Bidders must provide brand names and manufacturer datasheets for all items, quote on company letterhead in pdf, and submit via the e-tender portal before the closing deadline; the most consequential consideration is that the specific goal of 20 preference points is reserved for smmes (eme or qse) that are 51% or more black owned by black people, so eligibility for those points materially affects competitiveness.
Closing: 3 November 2026 at 12:00, submitted via E-tender portal (https://www.etenders.gov.za/); late submissions are disqualified.
Mandatory documents (all compulsory): valid SARS Tax Clearance Certificate or SARS PIN, valid B-BBEE certificate or compliant sworn affidavit, municipal rates/taxes statement not older than 90 days and not in arrears over 3 months, MBD 4, MBD 8, MBD 9, MBD 6.1, proof of CSD registration/MAAA supplier number, company registration documents with ID copies of directors/shareholders, and signed Joint Venture Agreement if applicable.
Specific goal (20 points): bidder must be an SMME (EME or QSE) that is 51% or more black owned by Black People; proof via SANAS-accredited B-BBEE certificate, DTI/CIPC EME/QSE certificate, or sworn affidavit (non-compliant affidavit scores zero).
Quotations must be on company letterhead, in PDF format only (no Word, Excel, or pictures), and include all applicable taxes in the total value; failure to include taxes leads to disqualification.
Brand names and manufacturer datasheets for all items are mandatory; omission leads to disqualification.
Evaluation: 80/20 preference point system (80 price, 20 specific goals); no minimum qualifying score stated.
Eligibility: no person in the service of the state, no bidder blacklisted by National Treasury, no directors convicted of fraud/corruption in past 5 years; quotations without brand names where required will not be accepted.
