Kannaland municipality requires a once-off supply and delivery of personal protective equipment for its community services, delivered to the municipal stores in ladismith with all transport, off-loading and stacking costs carried by the supplier. Quotation fq 18/2026 closes on 03 november 2026 at 12:00 and is submitted by email to [email protected], With offers valid for 90 days. Award follows the 80/20 preference point system: 80 points for price, 10 for b-bbee status level and 10 for supplier locality within the kannaland, garden route district or western cape boundaries. The highest-risk omissions are the product data sheet for every item and, for bidders who are not the manufacturer or importer, a distribution appointment letter not older than one year — either failure invalidates the bid — alongside possible sample testing and a 30-day trial run for the highest scorer.
Closing and submission: bids close on 03 November 2026 at 12:00 and must be emailed to [email protected]; late bids are rejected. One clause states that emailed bids will not be accepted, so confirm the accepted channel with SCM before submitting.
Compulsory supporting documents: SARS Tax Compliance Status pin in the bidder's name (a separate pin for each consortium or joint venture member), CSD registration, a valid original or certified B-BBEE certificate or sworn affidavit, certified municipal accounts for the bidder and its directors for the month before closing, and a board resolution or certificate of authority for the signatory.
Municipal account arrears: bidders or their directors owing municipal rates, taxes or charges for more than three months without a settlement arrangement before closing are unsuccessful; tenants must prove rent includes municipal charges and is not in arrears.
Product evidence that decides validity: a data sheet for every product offered, plus written proof of distribution appointment not older than one year where the bidder is not the manufacturer or importer — failure to submit either invalidates the bid.
Evaluation and points: 80/20 system with 80 points for price, 10 for B-BBEE status level (Level 1 scores 10 down to Level 8 scoring 1, non-compliant 0) and 10 for locality; no proof of B-BBEE status or location means 0 for those goals and scoring on price alone. The Municipality is not bound to accept the lowest or highest scoring bid.
Samples and trial run: the Municipality may call for samples and reject bids whose samples fail its requirements; the products of the three highest scoring bidders are tested, and the highest scorer may be awarded subject to a 30-day trial run.
Pricing and disqualifying conduct: firm prices only, inclusive of all applicable taxes and delivery costs, valid for 90 days; price adjustments apply only where fuel or exchange rate movements exceed 3%. Retyped documents, missing pages, unauthorised alterations, an unsigned declaration section, withdrawal of any part of the bid after closing, or contacting the Municipality between bid opening and award will disqualify the bid.
