Functional criteria (Phase 1.1):

• Quality of solution (max 40 points): meeting general requirements (3.1.1–3.1.7), specific data (3.2.1–3.2.11), and data-sharing limits (3.3.1–3.3.4).
• Capacity to deliver (max 20 points): dedicated account manager, after-sales technical support, training, annual refresher training, monthly maintenance schedule.
• Experience & track record (max 20 points): evidence of at least 3 similar projects in the past 3 years, with 3 client testimonials on client letterhead.

Demo presentation (Phase 1.2, max 50 points):

• Overall fit for purpose, user experience, search capabilities, integration and download capabilities, data and reports outputs, customisation capabilities.

Price scoring: Ps = 80(1 - (Pt - Pmin)/Pmin).

B-BBEE points (80/20 system): Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0.

Tie-breaking: highest B-BBEE points, then highest functionality, then drawing of lots.

Bidders not submitting B-BBEE proof are not disqualified but score 0 for B-BBEE.

Scope: Supply of a comprehensive global online platform providing data and insights into countries, all sectors, industries, and consumer trends and behaviours across all globally researched countries worldwide, for a period of three (3) years.

General requirements:

• User-friendly interface (provide visual evidence).
• Accessible via online browser, application, or downloadable dashboard.
• Flat file export to MS Excel.
• Global market research data and reports (if applicable).
• Minimum 15 years of historical time-series data, at least quarterly granularity.
• Present-year data and reports on a month-by-month basis, with lag of no more than two months.
• Direct data access (e.g. API) optional.

Specific data requirements:

• Detailed data and reports on sectors and industries at regional, country, and city level.
• Consumer trends and behaviour data at regional, sector, and industry level.
• Analytical ability to identify current and anticipate future trends, risks, opportunities.
• Customisable reports and search parameters by currency, geography, sector, sub-sector, industry, economy, city, company, consumer, and channel.
• Granular consumer segmentation data.
• Insights on companies, market share, sales, sub-sectors, consumer patterns.
• Trend analysis and graphics, including dashboards.
• Modelling and forecasting ability.
• Benchmarking of city/country/region competitiveness.
• Quarterly and/or bi-annual downloadable insights reports.

End-user requirements:

• Specify number of concurrent users permitted and cost per additional user.
• Direct access to complete solution/data package for Wesgro.
• Value-added service provision of analyses/reports to stakeholders and public in line with Wesgro mandate.
• Specify licensing restrictions for public dissemination of insights and reports, including permitted use, frequency, formats, channels, attribution, and restrictions on publishing underlying data vs aggregated insights.

Support and maintenance:

• List maintenance periods, update scheduling, additional services, and ongoing technical support.
• Comprehensive training for users, including training manuals.
• Annual refresher training for new or current users.
• Dedicated account manager as single point of contact.
