Appointment of a local government expert and administration officer
To provide governance, administrative, financial, institutional and
Service delivery support to endumeni local municipality
Endumeni Local Municipality is experiencing challenges relating to governance, institutional
performance, financial management, service delivery, infrastructure implementation,
compliance, and organisational effectiveness. The Municipality requires the services of a
suitably qualified and experienced Local Government Expert to provide strategic support,
advisory services, oversight, capacity building, and intervention support to strengthen
municipal administration and governance.
The purpose of this appointment is to provide expert support to the Municipality in addressing
governance, financial, administrative, service delivery, and institutional challenges and to
assist in implementing sustainable turnaround initiatives.
Technical expert
Conduct a diagnostic assessment of the municipality’s financial position and financial
management environment and governance functionality addressing the root causes and
issues raised by councillors. He will also serve as mediator to all disputes raised.
Identify root causes of financial distress, inefficiencies, fiscal leakages and non-compliance.
Develop practical financial recovery and turnaround interventions with clear timeframes,
responsibilities and measurable outputs.
Build capacity and transfer skills to officials in the Budget and finance and related units.
Ensure that governance structures e, g. section 80 and 79 committees are compliant in terms
of sitting and decision making.
Ensure that the funded Budget is developed and Implementation Plan Report compiled
Ensure that progress report for July and August Monthly Budget Expenditure Plan is
implemented without any deviation;
Ensure that the progress report on Functionality of Governance Structures: Exco and Council;
MPAC; Audit Committee; Disciplinary Board is compiled on monthly basis, table to council
and report to COGTA.
Ensure that the regular report on Eskom Debt and Roll out of Prepaid Meters is compiled
monthly. Deviation from the plan is investigated and consequence management is
undertaken
Ensure that Annual Financial Statement is prepared and submitted by 31 August 2026 to AGSA
with both COGTA and Treasury assurance, lastly
Ensure that the resolutions of Section 132 hearing by KZN Portfolio Committee Visit are
implemented as per the agreed timelines.

The incumbent should possess NQF level 9 or master’s degree in public management; master’s
in business administration or master’s degree in Local Government. The incumbent should have
more than 10 years’ experience in Local Government with familiarity with Local Government
legislation and public sector. Experience should include working closely with municipalities,
COGTA , Treasury, SALGA with deep understanding of functionality of municipal governance
structures (section 80 & 79 committees), MFMA,MSA with amendments, IGR, DDM .Portfolio
committee, NCOP and other relevant local government structures.
Administration officer
Administration Officer to be appointed must have NQF level 6 or 7 with 2 or 3 years’ experience
in administration work such as report writing, minutes taking, filling, knowledge of Microsoft
package, computer literate, interpersonal skills, coordinating and organising. Furthermore, the
incumbent must be team player with good attitude, punctual, reliable and flexible. The
incumbent must have 1 to 2 years Local Government experience or understanding of local
government or government legislations.
