The moses kotane research institute requires a supplier to supply, deliver, install and activate a 12-month multi-user subscription for a qualitative data analysis software tool for 8 users, together with training for those 8 users. The software must be the latest release, run on both windows and macos, and include english-language manufacturer technical support and updates for the licence period. Quotations are emailed and assessed in two stages: supply chain administrative compliance first, then the 80/20 preference point system, where price carries 80 points and specific goals 20. The most consequential point for bidders is that NO specific-goal points are awarded unless sbd 6.1 Is completed and backed by the required b-bbee, cipc, identity, disability and kwazulu-natal address evidence.
Closing and submission: bids close on 11 November 2026 at 11:00 and must be emailed to [email protected]; late bids and postal bids received after the deadline are not accepted and proof of posting is not proof of delivery. No compulsory briefing or site visit is indicated. Bidding enquiries: Ms Londiwe Mkhize, 031 266 1777, [email protected]. Technical enquiries: Ms Lunghile Mhlaba, 031 266 1777, [email protected].
Evaluation split: Stage 1 is supply chain administrative compliance, and only compliant bids proceed to Stage 2, the 80/20 preference point system under the Preferential Procurement Regulations, 2022 — 80 points for price (scored against the lowest acceptable bid) and 20 points for specific goals.
Specific goals and points: 51% or more black ownership (10 points; the SBD 6.1 table states 70% or more), 51% or more women ownership (3 points), 51% or more youth ownership (3 points), 30% or more ownership by people living with disability (2 points), and a business located within KwaZulu-Natal (2 points). SBD 6.1 must be completed, otherwise no specific-goal points are claimed, and the institute may call for substantiation before or after adjudication.
Evidence for goal claims: B-BBEE certificate or affidavit, CIPC enterprise registration certificate, copies of identity documents, doctor's medical certificate or proof of disability letter, and proof of KwaZulu-Natal address such as a utility bill, affidavit or councillor's letter.
Returnable documents: SBD 1 Parts A and B, Section A special instructions, Section B CSD declaration, SBD 3.1 pricing schedule showing the grand total (with a breakdown attached if the line items do not fit), SBD 4 bidder's disclosure, SBD 6.1, the Calculation of Equity for Specific Goals, and Section D authority to sign or the enterprise's resolution letter. Forms may not be retyped or redrafted, every page must be initialled, alterations must be initialled, correcting fluid is prohibited, and the successful bidder must sign contract form SBD 7.
Disqualification risks: bids from persons in the service of the state, companies with such directors or close corporations with such members are not considered; listing on the Register for Tender Defaulters or the List of Restricted Suppliers disqualifies automatically; failure to disclose all CSD-registered active companies linked to directors, incorrect or outdated CSD information, and failure to provide a CSD number or SARS Tax Compliance Status PIN can invalidate the bid. Consortia, joint ventures and subcontractors must each submit a separate TCS certificate, PIN or CSD number.
Pricing and contract terms: SBD 3.1 is issued as a non-firm price schedule with VAT at 15% and delivery costs included; the offer must remain valid for 120 days from the closing date. The successful bidder must furnish a performance security within 30 days of award notification for the amount stated in the Special Conditions of Contract, goods must be new, unused and current models with a 12-month warranty from delivery and acceptance (or 18 months from shipment, whichever ends first), payment is within 30 days of invoice, and late delivery attracts a penalty at the prime interest rate for each day of delay.
