Bids must be delivered to the tender box at Office 202, Edward III Building, 70 Edward Street, Tyger Valley, or posted to Private Bag 235, Midrand, Gauteng, 1685 (preferably registered mail), or couriered to the same address, before the closing date and time (09 October 2026 at 10:30am). Late bids will not be accepted. Bidders must submit two copies of each file (one original and one duplicate) and one USB with the content of each file, each marked and sealed separately. Each page of the tender document must be initialled in the bottom right-hand corner. Bids must be submitted on the official forms provided, not re-typed. Any amendments to bid conditions or setting of counter conditions will invalidate the bid. Bidders must provide proof of authority to sign (e.g., company resolution). Returnable forms include: SBD 1 (Invitation to Bid), SBD 3.2 (Pricing Schedule – non-firm prices), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 7.2 (Contract Form – Rendering of Services), SBD 8 (Declaration of Bidder's Past Supply Chain Management Practices), and SBD 9 (Certificate of Independent Bid Determination).

Bidders must submit two copies of each file (one original and one duplicate) and one USB with content of each file by the closing date (09 October 2026 at 10:30am). Each file and USB must be marked correctly and sealed separately. Bidders must initial each page of the tender document on the bottom right-hand corner. The 80/20 preference point system applies: 80 points for price, 20 points for specific goals. Specific goals: Historically Disadvantaged Individuals (14 points: no franchise before 1983/1993 constitutions 7, female 5, disability 2), youth 3, locality (Western Cape Province) 3. Points are only allocated where supporting documents are provided. The contract is awarded to the tenderer scoring the highest total points. The winning bidder may be required to attend an additional presentation after evaluation prior to final appointment. Bidders must be tax compliant and submit a valid Tax Clearance Certificate (original, not certified copy) or provide a SARS Tax Compliance Status PIN or CSD number. Bids from persons in the service of the state, or companies with directors in the service of the state, will not be considered. Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or the Register for Tender Defaulters, and must not have been convicted of fraud or corruption in the past five years. Bidders must not have had a contract terminated by an organ of state in the past five years for failure to perform.

Lease of office space for the Productivity SA Cape Town Branch. Premises must be within a 10-kilometer radius of the current offices (Office 202, Edward III Building, 70 Edward Street, Tyger Valley), located to the north of the N1 freeway, between Plattekloof and Cape Gate, including areas such as Plattekloof, Tygervalley, Tyger Falls, Durbanville, Kenridge, De Bron, Brackenfell North (north of the N1 freeway), and Cape Gate. Required space: approximately 250m² to 300m². Premises must not be less than the specified size; a larger space may be considered subject to negotiation. Lease period: five (5) years, anticipated to commence on 01 December 2026. The successful bidder will be appointed for a period of 60 (sixty) months.

The evaluation methodology is premised on Treasury Regulation 16A3 under the PFMA, the Preferential Procurement Policy Framework Act, and the Broad-Based Black Economic Empowerment Act. Bidders must be compliant with all Productivity SA Acts, Rules and Regulations, and remain compliant throughout the contract.

All communication between the bidder and Productivity SA must be in writing. Bidders must promptly notify Productivity SA in writing of any discrepancy, ambiguity, error or inconsistency in the bid documents. All information obtained in connection with the bid must be kept confidential and used only for developing a proposal.

Pricing schedule: SBD 3.2 (non-firm prices) applies. Price adjustments are allowed at specified periods. Bidders must provide a breakdown of price factors (e.g., labour, transport) totaling 100%, with an escalation formula using indices. Portions subject to rate of exchange variations must be detailed with financial institution particulars and currencies.

Pricing schedule: SBD 3.2 (non-firm prices) applies. Price adjustments are allowed at periods specified in the bidding documents. Bidders must provide a breakdown of price factors (e.g., labour, transport) totaling 100%, with an escalation formula using indices. Portions of the price subject to rate of exchange variations must be detailed with financial institution particulars and currencies. Bids must remain valid for 120 days from the closing date.

Tax compliance: Bidders must submit a valid original Tax Clearance Certificate (certified copies not acceptable) or a SARS Tax Compliance Status PIN. If no TCS PIN is available, a CSD number must be provided. For consortia/JVs/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. Bids from persons in the service of the state, or companies with directors in the service of the state, will not be considered. Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or the Register for Tender Defaulters. Bidders must complete and submit all required SBD forms: SBD 1, SBD 3.2, SBD 4, SBD 6.1, SBD 7.2, SBD 8, and SBD 9. Proof of authority to sign (e.g., company resolution) must be submitted.

Counter conditions: any amendments to bid conditions or setting of counter conditions by bidders will invalidate the bid. Fronting: Productivity SA condemns fronting and will investigate representations; bidders must prove fronting does not exist within 14 days of notification if indicators are found, failure may invalidate bid/contract and lead to restriction from public sector business for up to ten years. Supplier due diligence: Productivity SA reserves the right to conduct due diligence prior to award or during contract, including site visits and requests for additional information.
