Bids must be received by 12h00 on 27 August 2026; late bids will not be considered. The quotation must be submitted as a one-folder bid, completed on company letterhead and stamped. All returnable forms must be fully completed and signed, and the pricing schedule must be fully completed. Bidders must respond to any clarification requests within 2 days. Quotations not quoting according to specification will not be evaluated further. The following returnable forms are required: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule – firm prices), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim).

For specific goals points, bidders must submit: CIPC, CSD and FICA approved documents with an address matching a municipal statement or lease agreement (for Free State/Northern Cape based companies); a copy of an ID; a medical certificate from a registered medical practitioner or a letter from the Department of Labour confirming disability; and a B-BBEE certificate or sworn affidavit.

Evaluation follows the 80/20 preference point system. Price is scored out of 80 points; specific goals out of 20. Stage 1 responsiveness requires fully completed and signed SBD 1, SBD 3.1, SBD 4 and SBD 6.1, a SARS tax compliance PIN, and a one-folder bid on letterhead. Bidders failing any pre-qualifying criterion are disqualified. The highest-scoring bidder is awarded, unless Vaal Central Water exercises its right to award to a non-highest bidder on objective grounds.

Supply laboratory consumables for the Northern Cape region (Vaal Gamagara). The following items are required, each with a certificate of analysis (COA) and NIST traceability unless otherwise stated: Chloride R1 Reagent (9 packs of 4), Fluoride R1 Reagent (3 packs of 4), Fluoride R2 Reagent (3 packs of 4), Fluoride R3 Reagent (3 packs of 4), Sulphate R1 Reagent (6 packs of 4), TON R1 Reagent (3 packs of 4), TON R2 Reagent (3 packs of 4), TON R3 Reagent (9 packs of 4), Decacell Cuvettes (4 x 540), Sample Cups (2 x 1000 pcs, Technicon 8ml). Consumables must have a minimum remaining shelf life of 12 months at delivery. Delivery is to the Northern Cape, Vaal Gamagara destination. The quotation is not an instruction to proceed; supply begins only on receipt of a formal purchase order.

Pricing must be firm and inclusive of all taxes. The schedule lists: Chloride R1 Reagent (9 pk/4), Fluoride R1 (3 pk/4), Fluoride R2 (3 pk/4), Fluoride R3 (3 pk/4), Sulphate R1 (6 pk/4), TON R1 (3 pk/4), TON R2 (3 pk/4), TON R3 (9 pk/4), Decacell Cuvettes (4 x 540), Sample Cups (2 x 1000 pcs, Technicon 8ml). Each reagent requires a COA and NIST traceability. Transport must be included in the price. Offer valid for 60 days from closing date. VAT at 15% must be added.

Prices must be firm and inclusive of all applicable taxes, and valid for at least 60 days from the closing date. A firm delivery period must be indicated. Transport costs must be included in the quoted price, not as a separate line item. The pricing schedule (SBD 3.1) must be fully completed. Vaal Central Water will not process partial payments on procurement below R1 000 000.00. Payment is made only after satisfactory delivery and completion. VAT at 15% must be added to the grand total.

Bidders must submit a tax compliance status PIN issued by SARS, or a CSD number if no PIN is available. Each party in a consortium, joint venture or sub-contractor arrangement must submit a separate TCS certificate/PIN/CSD number. Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered. Active CIDB status is required where applicable. The contract is subject to the General Conditions of Contract (GCC) issued by National Treasury. The successful bidder must sign a written contract form (SBD 7). Supply is not authorised until a formal purchase order is issued. Payment is made only after satisfactory completion and delivery. Vaal Central Water may cancel the contract and claim damages if specific goals are claimed fraudulently or conditions are not fulfilled.
