The department of water and sanitation requires the supply and delivery of welding gas to its construction south operations at clanwilliam dam on the old n7 route in the western cape. Bidders price the requirement on a fully completed sbd 3.1 Schedule, with delivery to the dam site at coordinates 32°11'47.99"S And 18°52'34.96"E. Bids close at 11:00 on 12 november 2026 and must be hand-delivered in a sealed, endorsed envelope to the bid box at the entrance of the training centre; NO email or fax channel is offered. Evaluation passes through four gates — mandatory sbd 4, administrative compliance (csd, SARS tax pin, cipc, b-bbee), technical specification compliance, then 80/20 preference points — so a single missing or unsigned returnable document ends the bid before price is considered.
Closing and delivery: 12 November 2026 at 11:00, hand delivery only to the bid box at the entrance of the Training Centre, Clanwilliam Dam site, Old N7 Route; late bids are rejected and no compulsory briefing or site visit is scheduled.
Mandatory first gate: a completed and signed SBD 4 declaring all state employment and relationships with department officials — failure disqualifies the bid before any other phase is assessed.
Administrative pack: CSD registration report, SARS tax compliance PIN or printed TCS certificate, active CIPC/CIPRO certificate, proof of authority to sign (for a company, a board resolution certified by the chairperson), plus completed SBD 1, SBD 3.1 and SBD 6.1.
Pricing: every line of the SBD 3.1 pricing schedule must be priced out, as an unpriced schedule invalidates the bid; the price must cover all labour, material, machinery and incidental costs. No bid security or performance guarantee is required.
Technical compliance: bidders must record compliance with the technical specification at Technical Information Section 3.2.14 and sign the Section 3 declaration; any deviation from the specification makes the bid non-responsive.
Preference points (80/20): 80 points for price and 20 for specific goals — women ownership 5, disability ownership 5, youth ownership 5, Western Cape location 2, B-BBEE Level 1 or 2 QSE/EME 3. Claims need Annexure 1 ownership affidavit, Annexure 2 location affidavit with proof of premises or a valid lease, and a SANAS-accredited B-BBEE certificate or EME/QSE sworn affidavit; unsupported claims score nothing.
Disqualifiers: any bidder in the service of the state (or a company or close corporation with such a director or member), listing on the Register for Tender Defaulters or the List of Restricted Suppliers, and failure to declare all CSD-registered companies linked to the directors.
