Cape agulhas municipality requires a registered auctioneering service provider to conduct periodic public auctions disposing of municipal movable property — redundant vehicles, equipment, scrap metal, inventory and other materials — and, as and when required, immovable property such as land and buildings, under a contract running from signature of the contract to 30 june 2027. The appointed auctioneer advertises each auction in the three official languages of the western cape, marks and arranges the items, registers bidders, collects the amounts payable, carries all organising costs including travel and accommodation, and pays auction proceeds and a detailed final statement to the municipality within 30 days for movable property and 90 days for immovable property. NO auctioneer's commission or fees are payable by the municipality; the buyer at the auction pays the buyer's commission, and bids are scored on the 80/20 system covering price, b-bbee status level and locality of supplier. The decisive gate is valid, current membership of the south african institute of auctioneers — a certified copy must be attached, and any bid missing IT or any other compulsory returnable document is discarded.
Closing and submission: bids close on 20 November 2026 at 12:00 and must be in a sealed envelope endorsed with the tender number SCM18/2026/27, the description and the closing date, delivered to the Tender Box at 1 Dirkie Uys Street, Bredasdorp, or posted to the Municipal Manager, PO Box 51, Bredasdorp 7280. Faxed and emailed bids are rejected and late bids are filed unopened. No site meeting or information session is scheduled, and bids must remain valid for 90 days after closing.
SAIA membership (non-negotiable): the appointed provider must be a registered member of the South African Institute of Auctioneers with valid, up-to-date status, and a certified copy of that registration must be attached under Schedule 1G. A bid without it fails the minimum technical requirements and is discarded before evaluation.
Tax, CSD and municipal accounts: a valid SARS tax compliance status PIN valid for the bid validity period is compulsory and its absence invalidates the bid; CSD registration on https://secure.csd.gov.za is required; joint ventures, consortia and subcontractors each submit a separate PIN, TCS certificate or CSD number. The bidder and its directors, members or partners must not be more than three months in arrears on municipal accounts with any municipality, proven by the latest municipal account, a certificate sworn before a Commissioner of Oaths and, where premises are leased, the lease agreement.
Evaluation split: 80/20 — price 80 points, B-BBEE status level contributor 10 points and locality of supplier 10 points. B-BBEE points are awarded only if CAMBD 6.1 is completed and signed and a valid B-BBEE certificate, certified copy or sworn affidavit (EME/QSE) from an IRBA-registered auditor or SANAS-accredited agency is attached; otherwise no preference points are claimed. Every technical requirement in the terms of reference must be met or the bid is discarded.
Pricing: the buyer's commission is quoted as a percentage of turnover, illustrated on a R10 000,00 bid value where bid value plus commission plus VAT equals the total payable by the buyer. Prices are in rand, inclusive of VAT and all costs, and fixed for the contract period. An incomplete pricing schedule is treated as non-responsive. No commission or fees are payable by the municipality — the buyer pays the buyer's commission — and travel, accommodation and subsistence are reimbursed only where authorised in advance.
Experience and references: Schedule 1F must list previous similar work with client contact details, supported by completed reference assessment forms or client reference letters on the client's letterhead, plus at least three contactable client references. The municipality verifies all information with the listed clients and any incorrect information disqualifies the bid automatically.
Disqualifying omissions: missing, unsigned or incomplete compulsory returnable documents (CAMBD 1, CAMBD 2, CAMBD 4, CAMBD 6.1, CAMBD 7.2, CAMBD 8, CAMBD 9, Schedules 1A to 1G, Form of Offer and Acceptance, Contract Data and the pricing schedule), retyped or redrafted forms, bids from persons in the service of the state, and failure to initial every page or to endorse the envelope with the bid number and title.

Technical responsiveness is a pass/fail gate: any bid that does not meet every requirement in the terms of reference is discarded before scoring.
