Bids must be submitted in a sealed envelope, marked with the bid number ZNQ015/2026, the bidder's name and address, and the closing date. The envelope must be deposited in the bid box at the Department of Public Works: Midlands Regional Office, No. 40 Shepstone Road, Ladysmith, 3370, before the closing time of 11:00. Late bids, and bids sent by telegraph, telephone, telex, facsimile, e-mail or post that arrive after closing, will not be accepted. Bids must be submitted on the official forms provided, not retyped or redrafted; photocopies are allowed but must carry an original signature. Each page of the bid must be initialled. Bids must be complete in all respects; any alteration must be initialled and correcting fluid is prohibited. Bidding documents must not be included in packages containing samples. Evaluation is in two phases. Phase 1: Administrative compliance — correctness of bid documents and compliance with bid regulations (including CSD registration). Failure leads to immediate disqualification. Phase 2: Preference points. The applicable system is the 80/20 preference point system (price 80 points, specific goals 20 points). Specific goals: Ownership by Black People (10 points) — documentary proof required: sworn affidavit signed and dated by a Commissioner of Oaths. Ownership by People who are Youth (10 points) — documentary proof required: certified copy of identity document(s) and a SANAS-approved B-BBEE certificate. The department reserves the right not to award to the lowest bidder.

Pricing must be submitted on SBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices are accepted. The offer must be valid for 90 days from the closing date. The schedule covers 50 bales of 48 rolls of unwrapped 2-ply white toilet paper, 350 sheets. The bid price must include VAT at 15% and all applicable taxes, and all delivery costs to the prescribed destination. Bidders must state brand and model, country of origin, whether the offer complies with the specification, any deviations, and the delivery period.

Pricing must be on the SBD 3.1 Pricing Schedule – Firm Prices. Only firm prices will be accepted; non-firm prices (including prices subject to rate-of-exchange variations) will not be considered. The bid price must be in South African Rand and include all applicable taxes (VAT at 15%). The offer must remain valid for 90 days from the closing date of the bid. All delivery costs must be included in the bid price.

Bidders must be registered on the Central Supplier Database (CSD) at the closing time of the bid; failure to be registered leads to disqualification. Bidders must be tax compliant and submit a SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate; where no TCS PIN is available, a CSD number must be provided. In consortia/joint ventures/sub-contracting, each party must submit a separate TCS certificate/PIN/CSD number. Bids will not be considered from persons in the service of the state, or companies/close corporations with directors/members in the service of the state. Bidders must submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. SBD 4 (Bidder's Disclosure) requires declaration of any employment by an organ of state, relationships with employees of the procuring institution, and interests in other enterprises; failure to disclose all CSD-registered active companies linked to directors leads to disqualification. SBD 6.1 (Preference Points Claim) must be completed to claim specific goal points. SBD 9 (Certificate of Independent Bid Determination) is included in the bidder's disclosure, certifying no collusion. The Authority to Sign must be accompanied by proof of authority (e.g. company resolution).

The successful bidder will be required to sign a written contract form (SBD 7.1) in duplicate. The contract will incorporate the bidding documents, tax clearance certificate, pricing schedule, technical specifications, preference claims, bidder's disclosure, special conditions of contract, and general conditions of contract. The bidder accepts full responsibility for proper execution of all obligations and confirms no collusive practices. The bidder must be duly authorised to sign the contract.
