5.1. Signing of a Service Level Agreement (SLA) and contract with the Greater Kokstad Municipality.
5.2. The primary deliverable is the supply and delivery of collapsible pop-up carts and waste bins for
informal traders in accordance with the specifications outlined in the contract. Delivery must be
completed within 90 days after the appointment of the service provider.
5.3. The bid must clearly reflect the unit price per cart. All carts and waste bins must comply with the
required manufacturing, structural, and safety standards relevant to mobile trading infrastructure.
5.4. The service provider must provide progress reports to the Municipality, detailing production status,
delivery timelines, and any issues that may affect the schedule.
5.5. The contract will be subject to performance monitoring. Non-performance may result in termination of
the contract.
5.6. The service provider is responsible for delivery and offloading of the carts at the designated municipal

manufacturing standards) must be attached to the bid document.
6. SUBMISSION OF SAMPLES
Prospective service providers may be requested to supply a sample collapsible pop-up cart to the
Municipality for evaluation. The sample will be used to verify compliance with the required specifications,
quality standards, and any applicable local content criteria. The submitted sample will serve as the
benchmark for acceptable quality and will be presented to the Management of the Greater Kokstad
Municipality for confirmation.
7. EXPECTED OUTCOME.
a) Improving the trading environment for informal traders through the provision of durable, weather-
resistant collapsible pop-up carts and waste bins that meet the approved specifications.
b) Reducing risks associated with unsafe and informal trading setups by ensuring traders have access
to structured, compliant, and mobile trading units.
c) Enhancing municipal spatial management and operational efficiency by introducing standardized,
easily relocatable carts that support cleanliness, orderliness, and flexibility during events, peak trading
periods, or emergencies.
8. KEY COMPETENCIES
8.1. Service provider appointed to undertake this project should demonstrate the following key
competences:
a) Proof of registration as the registered company
b) Technical skills to interpret the requirements of the Terms of Reference.
c) In-depth knowledge and experience in the design, manufacturing, supply, and delivery of
collapsible pop-up carts or similar mobile trading infrastructure.
d) Demonstrated business capacity and viability to deliver the required services.
8.2. The service provider must comply with relevant manufacturing, quality, and safety standards
applicable to mobile trading structures. They should have robust supply chain and production
management processes to ensure timely delivery of the carts, even under demanding conditions.
8.3. The service provider should have a strong track record in supplying and delivering collapsible carts,
mobile kiosks, trading structures, or similar equipment to municipalities or comparable organisations.
Previous experience with contracts of similar size and scope will be an added advantage.
8.4. The service provider must demonstrate effective logistics capabilities, including the ability to manage
production timelines, handle bulk deliveries, and ensure efficient distribution of the collapsible pop-up
carts to the municipality as required.
8.5. The service provider should provide responsive and reliable customer service and support to address
any issues or concerns that may arise during the contract period.
8.6. Financial stability and reliability are important considerations to ensure that the provider can meet the
contract obligations without financial difficulties.
8.7. Training Providers must furnish hereunder details of similar works/service, which they have
satisfactorily completed in the past. The information shall include a description of the works, the
contract value and the name of the employer.
9. PROJECT MANAGEMENT
a) The appointed Service Providers will work very closely with Greater Kokstad Municipality, managed
by/in and/or report to the Economic Development and Spatial Planning Department or the Local
Economic Development (LED) Unit directly.
b) b) The Municipality’s designated Project Manager, the LED Manager, as appointed for this initiative,
will oversee the project, provide guidance, and monitor progress throughout the supply and delivery
process.
10. PROJECT TIMEFRAME
10.1. The Municipality will enter into a Service Level Agreement (SLA) with the successful Service Provider
for the once-off supply and delivery of collapsible pop-up carts to the Greater Kokstad Municipality.
10.2. Given the importance of this project, the collapsible pop-up carts and waste bins must be delivered
within 90 days from the date of appointment of the service provider. This delivery period marks the
commencement and completion timeline for the supply and delivery of the collapsible pop-up carts.
11. PROJECT BUDGET
a) The budget will be based on the on the presented work plan and budget, consistent with the amount
of work as specified in the “scope of work”. Work to be undertaken will vary from time to time as and
when required by the Municipality.
