Disqualification risks:

• Quality Management System (QMS) Requirements (Section A - Max Score: 4):

• Valid ISO 9001 certification from an accredited body (1 point).

• QMS scope on certificate is defined and relevant (1 point).

• Certification authority is approved and authorized (1 point).

• Certification authority has recognized international accreditation (1 point).

• Evidence of QMS in Operation (Section B - Max Score: 5):

• Documented roles, responsibilities, and authorities (e.g., organization chart, responsibility matrix) (1 point).

• Documented control of externally provided processes, products, and services (1 point).

• Latest internal QMS audit report with nonconformity, correction, and/or corrective action reports (1 point).

• Latest external QMS audit report (not older than 12 months) with nonconformity, correction, and/or corrective action reports (1 point).

• Records of Management Review meetings (1 point).

• Contract Quality Plan (CQP) Requirements (Section C - Max Score: 1):

• Draft CQP specific to the scope of work, aligned with ISO 10005 (1 point).

Total possible score: 12. Suppliers must meet all mandatory requirements for Category 1 to qualify. Additional preferred criteria may include prior experience with Eskom, track record in power transformer projects, and familiarity with Eskom’s procurement processes.

Scope of work:

• Design and detailed engineering of Class 0 and 1 power transformers.
• Manufacture and testing at works.
• Supply and delivery of transformers.
• Removal of existing transformers.
• Placement on foundation, installation, erection, and testing.
• Commissioning and storage of transformers on an 'as and when' required basis for a period of ten years.

Key technical requirements:

• Compliance with Eskom Supplier Quality Management Specification (240-105658000) and ISO 9001.
• Contract Quality Plan (CQP) must outline:
• How quality requirements will be achieved, including resources, communication channels, and applicable documents.
• Management of records (e.g., material tests, PMI testing, material certification).
• Free and uninhibited access for Eskom inspections.
• Submission of final documentation (e.g., manufacturing data book) prior to shipment.
• Special processes (e.g., welding, NDT, coating, heat treatment) must be pre-qualified, with qualified personnel and procedures. Welder qualifications (WQR, WPS, PQR) must be submitted for review and acceptance.
• Quality Control Plan (QCP)/Inspection and Test Plan (ITP) must cover:
• Materials certification, fabrication, in-process inspections, final acceptance tests, packaging, pre-shipment, shipping, preservation, site acceptance tests, construction, erection, pre-commissioning, and commissioning tests.
• Hold points and witness points as defined by Eskom. Work shall not proceed beyond hold points without Eskom authorization.
• Intervention points (e.g., witness, hold, document review, surveillance, verification) with sign-off provisions.
• Special processes require:
