Shayamoya electrification phase 2 – inep electrical tender (CIDB 3ep+)

Submission channel: tenders must be deposited in the tender box at the specified Umzimvubu Local Municipality offices (KwaBhaca or Emaxesibeni) by 12:00 noon on the closing date, where they will be opened in public. Tenders must be clearly marked with the project name. No couriered, faxed, e-mailed or late tenders will be accepted. Bid documents are available free of charge on the e-tender portal.

Returnable documents (failure to submit any will render the bid non-responsive):

• MBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• MBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the municipality.
• MBD 6.1 (Preference Points Claim): claims preference points under the 80/20 system.
• MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices).
• MBD 9 (Certificate of Independent Bid Determination): certifies no collusion or price disclosure.
• SARS confirmation with verification pin.
• Copy of company registration/Founding Statement/CIPC document.
• Originally certified ID copies of Managing Directors/Owners (certification within 90 days).
• Billing Clearance certificate or Statement of Municipal Accounts, or an affidavit, lease agreement or residential confirmation, accompanied by a declaration that the company and all active directors do not owe municipal services for more than 90 days.
• CSD registration confirmation.

Disqualification risks:

• Any mandatory document omitted or improperly completed.
• Tenders received after the closing time, regardless of reason.
• Bids from persons working for the state.

Pre-qualification stage: all bids must achieve a minimum of 70% to be evaluated further. Maximum points: Company experience 40, Key personnel experience 40, Methodology Statement 20.

Preference points: 80/20 system applies, with 20 points allocated to specific goals — 4 points for companies with 50% or more youth ownership, 4 points for 50% or more female ownership, 4 points for 100% black ownership, 4 points for people living with disability, and 4 points for Umzimvubu Local Municipality based suppliers.

Value for money will be the key determinant of appointment. The municipality reserves the right not to appoint.

The tender covers three electrification projects under the INEP programme:

• Shayamoya Electrification Phase 2 (reference UMZ/2026-27/INFRA/INEP/001), Ward 27.
• Ngojini Electrification (reference UMZ/2026-27/INFRA/INEP/002), Ward 25.
• Sigidini Electrification (reference UMZ/2026-27/INFRA/INEP/003), Ward 4.

Required CIDB grading: 3EP or higher for Shayamoya and Ngojini; 3EP or 4 for Sigidini.
