Evaluation is in three stages. Stage 1: Administrative responsiveness – pre-qualifiers include attendance at the compulsory online briefing, signed Declaration of Default and Termination, signed and priced Form of Offer, RSA ID copies for all owners, directors and proposed team members (South African citizenship required), proof of at least two similar infrastructure master plan projects in South Africa in the last 10 years, and detailed CVs with valid professional registrations for all proposed resources. Stage 2: Price and preference – 80 points for price (formula: Ps = 80(1-(Pt-Pmin)/Pmin)) and 20 points for B-BBEE status level. Stage 3: Risk analysis and objective criteria – includes tax compliance, CSD registration, no misrepresentation, no tender defaulters, financial health, reasonableness of rates, and verification of documents. Post-tender negotiations may be held for best and final offer. The highest total points out of 100 wins, unless DBSA cancels the RFP.

The scope is the development of an Infrastructure Master Plan for the Parliament of the Republic of South Africa in the Parliament Precinct, Cape Town. The successful bidder will be appointed as a professional service provider. Required key personnel and minimum post-professional registration experience: Project Manager (Team Leader) – SACPCMP Pr. CPM, 10 years; Architect/Technologist – SACAP Pr.Arch/Pr.Tech Arch, 10 years with heritage building experience; Quantity Surveyor – SACQSP, 10 years; Development Planner – SACPLN Reg. Planner, 10 years; Land Surveyor – SAGC Pr., 5 years (with letter of confirmation from SAGC); Professional GISc – SAGC Pr.GISc, 5 years (with letter of confirmation). Additional resources required: Civil Engineer/Technologist (ECSA) with transport engineering experience, 10 years; Electrical Engineer/Technologist (ECSA), 10 years; Mechanical Engineer/Technologist (ECSA), 10 years; Environmental Assessment Practitioner (EAPASA), 5 years. A clear organogram must be submitted specifying which CV applies to each discipline. All resources must have detailed CVs (2+ pages) and valid professional registration documents.

Bidders must provide full and accurate answers to all questions, explicitly stating 'Comply/Accept' or 'Do not comply/Do not accept'. Bidders must supply requested information in writing within two working days. Bidders must accept the evaluation criteria as stands. Bidders must not include conditions of proposal; if not withdrawn, the proposal will be declared invalid.

Bidders must have successfully completed a minimum of two projects of a similar nature (development of an infrastructure master plan within South Africa) in the last 10 years. For each project, submit a dated and signed Letter of Appointment or Service Level Agreement on the client's letterhead, and a reference letter from the same client. The DBSA makes no representations about the accuracy or completeness of the RFP. Bidders must notify the DBSA in writing of any discrepancy, ambiguity, error, or inconsistency found in the RFP. The DBSA may correct such issues and issue addenda to all bidders. Bidders are responsible for examining the RFP and all referenced documents, and for ensuring their bids are accurate and complete.

Pricing must follow the Pricing Instructions; failure to do so may render the offer non-compliant. Unpriced items will be clarified but costs cannot be amended. Unduly high or low tendered rates may be disqualified (CIDB Inform Practice Note #5). Financial health may be assessed (ratios: accounts receivable/payable turnover, liquidity, solvency). Bidders must provide a Letter of Intent for Professional Indemnity Insurance of at least R5,000,000 per claim/event, with no limit on number or cumulative value of claims, covering all disciplines. If successful, the bidder must provide the actual policy from the same insurer. Bidders may not propose resources allocated to a DBSA project less than 85% complete.

Mandatory registrations and certificates: National Treasury Central Supplier Database (CSD) registration summary report; valid SARS Tax PIN; SANAS-accredited B-BBEE certificate or affidavit (consolidated for consortia/JVs); CIPC registration documents (for close corporations) or share certificates (for companies); SBD4 (Bidders Disclosure) – discloses any interest or connection with the state; SBD6.1 (Preference Points Claim) – claims B-BBEE points; SBD8 (Declaration of Past Supply Chain Practices) – declares any previous non-compliance; SBD9 (Certificate of Independent Bid Determination) – certifies no collusion; Declaration of Default and Termination – declares no default on previous contracts; CIDB Standard Professional Services Contract (July 2009 Edition 3) and Scope of Work. Bidders must submit valid B-BBEE certificate or affidavit. EMEs with revenue R6 million or less must submit certificate from registered auditor or accredited verification agency.
