Appointment of a panel of training service providers for human resources and people management training programmes

Bidders must submit their bids in the official and original forms provided by Mogale City Local Municipality. Bids must be completed in black ink, handwritten, and must not be re-typed or scanned. No late, telefax, or email bids will be accepted. The bid box is situated at the reception desk of the Supply Chain Management Unit, situated on the upper level of the West Wing of the Mogale City Civic Centre, Corner Commissioner and Market Streets in Krugersdorp. Bids must be submitted by 11:00 on 15 September 2016.

The bidder must submit a Central Supplier Database (CSD) Registration Report or Summary Report, and a municipal rates and taxes account or lease agreement, if applicable.

Tenders will be evaluated using Functionality evaluation criteria of 65 points, with a minimum score of 36 points required to be appointed into a panel. The 80/20 preference point system will be used, with 80 points allocated for price and 20 points for specific goals, in accordance with the PPPFA 2022.

The scope of work includes the appointment of a panel of training service providers to conduct Human Resources and People Management (Functional) training programmes and workshops for Mogale City Local Municipality employees on an as and when required basis for a three (3) year period.

The bidder must provide information on relevant previous experience, including projects of similar or larger size and/or similar type of work.

The pricing schedule must include all applicable taxes and must be in RSA currency.

All tender prices must be inclusive of VAT for all registered VAT vendors. Non-VAT vendors do not have to include VAT in their bid prices, however they must submit bids for contracts that would, if successful, take their annual turnover above the threshold of R1 million must include VAT in their price quoted and must therefore immediately upon award of the contract, register with SARS as VAT vendors.

Bidders must be registered on the Central Supplier Database (CSD) and have a valid tax clearance certificate. They must also comply with the municipality's Corporate Social Responsibility requirements and have a minimum B-BBEE level as specified in the tender document.

The bidder must submit a B-BBEE status level verification certificate or sworn affidavit, if applicable.

The bidder must submit a sworn affidavit explaining the circumstance preventing submission of a municipal account or lease agreement, if applicable.

The contract will be for a period of three (3) years. The successful bidder will be required to fill in and sign a written contract form (MBD7).

The bidder must submit a completed and signed Municipal Bidding Document, including MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9.

The evaluation criteria include functionality, price, and specific goals. The specific goals include points for youth enterprises, woman-owned enterprises, and enterprises located within the municipality.
