Submission must be delivered by hand to the Tender Box at the Reception Area, 1st Floor, Joburg Theatre, 163 Civic Boulevard (previously Loveday Street), Braamfontein, sealed in an envelope endorsed with the bid number and description. Late submissions will not be accepted; the tender box is locked at exactly 12:00 noon. Telegraphic, postal, fax, and email bids are not accepted. The bid must be submitted on the official forms provided, completed in black ink, and not retyped. All returnable documents must be completed, signed, and attached. Required forms include: MBD 1 (Invitation to Bid), MBD 2 (Tax Clearance Certificate Requirements), MBD 3.1 (Pricing and Delivery Schedule), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices), MBD 9 (Certificate of Independent Bid Determination), Certificate of Attendance of Site Meeting, Authority to Sign Documents, and Record of Addenda. Bids are evaluated in three stages: 1) Mandatory Administrative Requirements (responsiveness), 2) Functionality Evaluation (scored), and 3) Price and Specific Goals under the Preferential Procurement Regulations 2022. Functionality criteria include Relevant Company Experience, Project Implementation and Construction Methodology, Experience of Key Personnel, Project Programme and Completion Period, and Quality Assurance and Testing Plan. Bidders must achieve a minimum CIDB grading of 2GB. Bidders must have successfully completed at least 5 projects of similar size and nature. Failure to meet any responsiveness criteria will render the bid non-responsive.

Scope: Construction, supply, installation, testing, commissioning and handover of a fully functional podcast studio at Joburg Theatre. Works include site establishment, protection of existing facilities, verification of dimensions and site conditions, construction of the studio structure, painting of structural steel columns, installation of Acoustic Drywall Type A and Type B, walkable roof and plenum barrier, floor finish and underlay, acoustic insulation, acoustic seals, fire-stopping, coordination of electrical, mechanical, ventilation, fire, structural, and access-control services, testing and commissioning, and submission of certificates, test results, warranties, as-built information and handover documentation. The studio must achieve minimum airborne sound insulation of Rw 45 dB around the perimeter and maximum ambient noise level of 30 dB inside. The specification must be read with drawings 26.10-201 (Plans and Schedules) and 26.10-202 (Sections).

Bidders must provide a Project Implementation and Construction Methodology as part of functionality evaluation. The contractor must coordinate all disciplines, verify site conditions, and provide all labour, materials, equipment and specialist services necessary to deliver a complete, safe, compliant and functional podcast studio.

Bidders must demonstrate relevant company experience, experience of key personnel, and provide examples/references of similar works performed. The bidder must have successfully completed a minimum of 5 projects of similar size and nature.

The contractor must provide a Quality Assurance and Testing Plan as part of functionality evaluation. The works include testing, inspection, quality control and commissioning, and submission of certificates, test results, warranties, and as-built information.

Bidders must complete the pricing schedule (MBD 3.1) and provide a detailed quotation on company letterhead. Prices must be in South African Rand, VAT inclusive, firm for 120 days, and include all costs of labour, equipment, materials, transport and delivery. Failure to cost all items will render the bid non-responsive.

Must provide a valid CIDB registration with minimum grading of 2GB. Must submit a valid B-BBEE certificate or sworn affidavit for EMEs/QSEs; failure results in zero preference points. Must provide proof of entity registration (CIPC) with list of directors and share certificates. Must provide a current municipal rates and taxes invoice or certified lease agreement with utility bill (not in arrears more than 90 days). Must provide audited annual financial statements or most recent financial statements with Public Interest Score calculation. Must provide a letter of good standing from the Compensation Fund (COIDA). Must provide certified copies of ID documents or passports of members, directors, or owner. Must have an office within the Johannesburg Municipality. Must provide proof of successful completion of at least 5 projects of similar size and nature.

The Contractor must comply with the Occupational Health and Safety Act and provide a suitable health and safety plan. The Tenderer must provide proof of registration as an employer under the Compensation for Occupational Injuries and Diseases Act (COIDA) and remain registered for the contract duration.

The coating system for structural steel is intended for internal protected environments and shall not be used in external or weather-exposed areas, high-moisture environments, commercial kitchens, steam rooms, or areas requiring high chemical resistance without further approval. The contractor must maintain environmental conditions within the coating manufacturer's specified limits during application and curing.

The contract includes provisions for warranty (5-year manufacturer's warranty), penalties for delay, indemnity in favour of JCT, insurance requirements (public liability), prohibition on assignment without consent, firm rates with no escalation, and termination rights. The supplier must indemnify JCT against claims arising from use of premises.

Bidders must have a CIDB contractor grading designation of 2GB or higher. Bidders must have an office within the Johannesburg Municipality. Bidders must be registered on the CSD.
