Bidders must submit their proposals and all supporting documentation in a sealed envelope, clearly marked as follows: Envelope One must consist of "Original Technical Proposal together with a soft copy in PDF format of an electronic medium e.g. USB etc. Envelope Two "Original Financial Proposal" (Contract Date and Pricing schedule/schedule of rates as applicable) together with 1 copy of "Financial Proposal" together with a soft copy in PDF format of an electronic medium e.g. Compact Disk (CD), USB etc. The sealed envelope or container must be marked with the following information: For Attention: HEAD OF SUPPLY CHAIN MANAGEMENT, BID REFERENCE NO: SENT/022/2026-27, TECHNICAL AND FINANCIAL PROPOSALS, INSERT CLOSING DATE AND TIME, BIDDER’S NAME AND ADDRESS. Bidders that combine their Technical Proposal with the Financial Proposal (or any financial information) will be automatically disqualified and not be evaluated further.

The evaluation criteria are stipulated in 18 below. It is the Bidder’s responsibility to ensure that it has responded to the evaluation criteria. Failure to meet the evaluation criteria will result in the Bidder not being evaluated further. Bidders must ensure that they have included all supporting documentation required to support their response to the Bid. The proposals that COMPLY with the Mandatory evaluation criteria be evaluated against the Functional Criteria. Bidders must score 18 points or more out of a total of 40 points allocated.

The scope of this project is for the appointment of a service provider for the supply, installation, commissioning and testing of street and terrain lighting at the Sentech Head Office. The contractor is responsible for replacing the luminaires in the following areas: Undercover parking bays, Roadside post tops, Perimeter lighting (high mast), Pathway lighting, Floodlights, Entrance Lights, Some undercover building lights, Photocells and timer switches. All work to comply with SANS 10142-1 (latest Revision).

Bid Bond: performance guarantee to the DTI; the contractor will submit a business concept for consideration and approval by the DTI; upon approval of the business concept by the DTI, the contractor will submit detailed business plans outlining the business concepts; the contractor will implement the business plans.

Bidders must have a valid Tax Clearance Certificate or CSD Report, and must not be in the service of the state or have directors who are persons in the service of the state. The company must have a Construction Industry Development Board (CIDB) grading level of 3EP or Higher. The contractor (bidding company) must be registered as an electrical contractor with the Department of Employment and Labour. The Electrician must be registered with the department of employment and labour as a three-phase electrician (IE/MIE Wireman’s Licence).
