Bids must be submitted electronically to [email protected] before the closing date and time (31 August 2026 at 11:00). Late bids will not be accepted. Bids must be submitted on the official forms provided (not re-typed). Bidders should initial all pages. The following documents must be included:

Disqualification risks:

SAWS may reject bids if the price is not market related, if tax matters are not in order, or if the bidder has committed corrupt or fraudulent acts. SAWS may conduct site inspections, reference checks, and request presentations from shortlisted bidders. The successful bidder must sign a written contract (SBD 7) and conclude a Service Level Agreement. In case of a Joint Venture, Consortium, Trust, or Partnership, a signed teaming agreement must be submitted. Proof of subcontracting arrangements must be provided where applicable.

The 80/20 preference point system applies: Price 80 points, Specific Goals 20 points, Total 100 points. Bidders must submit a B-BBEE certificate or sworn affidavit to claim preference points. Bids must be submitted to the specified email address by the closing time; late or misdirected bids will be disqualified. Bidders must be tax compliant and provide a SARS Tax Compliance Status PIN or CSD number. Bids from persons in the service of the state, or companies with directors who are state employees, will not be considered. Bidders must complete and submit all required annexures; incomplete submissions may be rejected. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. Foreign suppliers must complete the questionnaire in Annexure A.

Supply of network cameras and provision of training to fifteen (15) individuals on the installation of the cameras. Detailed specifications are provided in Annexure H (Specifications / Terms of Reference). Bidders must respond to Annexure H with a Technical / Functional Proposal. Goods supplied must conform to the standards mentioned in the bidding documents and specifications. SAWS may conduct inspections, tests, and analyses. Rejected supplies must be replaced at the supplier's cost. The successful bidder must conclude a Service Level Agreement (SLA) with SAWS, which will measure, monitor, and assess supplier performance.

Pricing Schedule and Financial Proposal must be submitted as Annexure G. Non-submission or incomplete submission results in disqualification. Payments will be settled within thirty (30) days from receipt of an invoice. SAWS may request the bidder's latest audited financial statements prior to award to ascertain financial stability. Performance security: The successful bidder must furnish performance security within 30 days of contract award, in the amount specified in the SCC, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque.

Tax compliance: Bidders must submit their SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. Where no TCS PIN is available, a CSD number must be provided. Each party in a consortium/JV/subcontracting arrangement must submit a separate TCS certificate/PIN/CSD number.

B-BBEE: A B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) must be submitted to qualify for preference points.

CSD: Registration on the Central Supplier Database is required where no TCS PIN is available.

Foreign suppliers: Must complete the questionnaire in Annexure A if not resident in South Africa, have no branch, permanent establishment, source of income, or tax liability in the RSA.

State employment: No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with such members.

SBD 4 (Bidder's Disclosure): Must be completed, disclosing any employment by the state or relationship with persons employed by the procuring institution.

SBD 9 (Certificate of Independent Bid Determination): Not explicitly listed but standard bidding documents must be complete.

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). The successful bidder must sign a written contract form (SBD 7).

• Performance security: The successful bidder must furnish performance security within 30 days of contract award, in the amount specified in the SCC, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque.
• Warranty: Goods must be new, unused, and free from defects. Warranty valid for 12 months after delivery and acceptance, or 18 months after shipment, whichever concludes earlier.
• Payment: Within 30 days of invoice submission.
• Penalties: For late delivery, a penalty calculated on the delivered price of delayed goods using the current prime interest rate per day of delay.
• Termination: The purchaser may terminate for default, insolvency, or corrupt/fraudulent practices. Restriction from doing business with the public sector may be imposed for up to 10 years.
• Disputes: To be resolved amicably, then mediation, then South African courts.
• Limitation of liability: Supplier's aggregate liability shall not exceed the total contract price, except for repair/replacement of defective equipment.
• Governing law: South African law. Contract in English.
• Subcontracting: Must notify the purchaser in writing of all subcontracts.
