Stage 2: Functionality – minimum 70 points out of 100 to proceed. Criteria: Company References (20 points; 4+ letters = 20, 3 = 15, 2 = 10, <2 = 0); Operations/Security Manager (15 points; Grade A PSIRA with >5 years = 15, 3-5 years = 10, below = 0); Equipment, Consumables and Uniforms (20 points; detailed covering all items = 20, partial = 10, none = 0); 24-hour dedicated control room (10 points); Capacity of bidder (20 points; staff posting plan 10, resources 10 – certified PSIRA certificates for 36 guards); Riots plan (15 points; project plan 5, firearms and licenses 5, competency certificates 5). Stage 3: Price and Specific Goals – 80/20 preference point system applies. Bidders must achieve 70 points on functionality to qualify for Stage 3.

The service provider must render 24-hour security guarding services at Ezakheni Industrial Estate and Bergville Hotel for 36 months. Required personnel: 16 Grade C guards (day shift) and 16 Grade C guards (night shift) at Ezakheni; 1 Grade C guard (day) and 1 Grade C guard (night) at Bergville Hotel; 1 Armed Supervisor (Grade C) day shift and 1 Armed Supervisor (Grade C) night shift; 1 dedicated 24-hour site patrol vehicle. All guards unarmed Grade C except armed supervisors. Duties include: regular inspections, reporting emergencies, controlling access, patrolling, maintaining registers, submitting monthly incident reports within 10 days, installing an Active Guarding Tracking System (at provider's cost), providing extra guards in emergencies on approval. Guards must wear full uniform with ID cards, carry truncheon, torch and two-way radio, be PSIRA registered, have police clearance not older than six months. Service provider must have a 24-hour dedicated control room with two-way radio base and emergency backup, comply with PSIRA standards, pay not below Bargaining Council rates, and hold Public Liability Insurance covering firearm misuse and neglect of duties.

Technical proposals must include: Company Profile and Experience – full company profile; Company References – on client's letterhead with project descriptions; Equipment, Machinery, Consumables and Uniforms – detailed submission with pictures, covering ID cards, equipment, patrol vehicles (with registration, logbook or finance/lease agreement, branded), monitoring checkpoint system, and uniforms; Capacity of Bidder – detailed staff posting plan covering deployment, shift handovers, supervision, and monitoring; Riots Control Plan – detailed plan for deployment, management and monitoring during riots/looting, indicating vehicles, firearms, number of resources per region/estate, and response time; Active Guard Monitoring System – with patrol start reminders, pre-defined rounds, and reporting capability; Standard Operating Procedures – for responding to security incidents and threats, including steps, contingency planning, responsibilities, and reporting to SAPS.

The Operations/Security Manager must hold a valid minimum Grade A PSIRA certificate with at least 3 years' experience. Scoring: Grade A with more than 5 years = 15 points, 3-5 years = 10 points, below Grade A or less than 3 years = 0. Bidders must provide a detailed CV and certified copy of the PSIRA certificate. If a scheduled resource becomes unavailable, replacement must have the same professional registration/qualifications/experience and be vetted by IDFC.

IDFC reserves the right to carry out site inspections of bidders to establish suitability of properties, vehicles, etc. Guards must maintain daily log sheets recording shift times, visitors, inspections, and hourly activities. Service providers must ensure proper inspection and recording of site conditions on takeover and be adequately insured for damage/theft/vandalism. The 24-hour dedicated control room is subject to inspection against Annexure A requirements.

Bidders may be required to register for VAT if award exceeds R2.3 million over 12 months. Bid validity period: 120 days.

Mandatory for Stage 1: CSD registration (National Treasury Central Supplier Database); SARS good standing (verified via CSD or SARS efiling PIN); SBD 1 (Invitation to Bid) with resolution letter; SBD 4 (Declaration of Interest) – false declaration disqualifies; PSIRA company registration and valid letter of good standing; PSSPF Section 13A confirmation letter; COIDA letter of good standing; proof of compulsory online briefing attendance (MS Teams register). Bidders must not be persons in the service of the state, nor companies with directors who are state employees. Fraudulent documentation leads to disqualification and reporting to authorities.

COIDA – Valid Letter of good standing (Compensation for Occupational Injuries Disease Act) is a mandatory requirement for bid compliance.

The IDFC Service Level Agreement will be the only contract signed; standard terms are not negotiable. Confidentiality obligations apply. Intellectual property arising from the services vests in IDFC. Payment is 30 days after receipt of a valid invoice. The provider must give immediate written notice if unable to deliver as specified. Warranties: provider must be able to conclude the agreement, not compete with IDFC without consent, and replace unavailable resources within 7 days with equivalent qualifications (subject to IDFC vetting). Waiver of breach does not prejudice remedies. Bid validity 120 days. Addenda may be issued; bidders must acknowledge receipt. Fraudulent documents lead to disqualification and restriction. IDFC may award in full or in part, and may negotiate prices. Contract period 36 months. Special conditions: Public Liability Insurance of R5,000,000 within 7 working days of award; control room established within 30 days of award.

Proof of Public Liability Insurance for minimum comprehensive cover of R5,000,000.00 must be provided within seven working days from date of award and remain in place for the duration of the contract. Failure leads to disqualification. On appointment, the service provider must establish a control room/satellite control room within a reasonable radius of the site within thirty days of award.
