Bidders must have at least 5 years' experience providing tactical response services in the forestry industry in the Lowveld area, with traceable, contactable references on company letterhead; unverifiable references lead to disqualification.
The tactical response unit must include 1 x five-seater or more 4x4 branded response vehicle, 2 x armed tactical response Grade C or above officers, and 1 x armed tactical response Grade B supervisor.
Mandatory resource standards (disqualifiers): at least 2 rifles and/or shotguns and 3 pistols/handguns; proof of firearm licence competencies; armed vehicles; trained personnel with crowd control, ground control, and crime prevention training; dedicated 4x4 vehicles (no persons on back of bakkies); vehicles branded with company logo; communication and tracking system installed; unlimited liability for theft in presence of security company; public liability insurance of minimum R10 million; capacity to forensically investigate illegal sawmillers; travel allowance included; management and monitoring system; monthly reports with each invoice including vehicle tracking report; and monthly submission of one employment contract and payslip.
Bidders must submit proof of ownership of the 4x4 response vehicle (E-natis document), pictures of the vehicle, and proof of a vehicle tracking system; vehicles not conforming are disqualified.
Bidders must be registered on the Central Supplier Database (CSD) or register within 7 working days of award, and be tax compliant with SARS (tax clearance certificate or SARS PIN); non-compliance at award leads to disqualification after 7 working days to rectify.
Bidders must hold valid PSIRA registration for the company and directors, a PSIRA letter of good standing, and a valid B-BBEE certificate (SANAS-accredited) or sworn affidavit for EME/QSE; failure to attach B-BBEE certificate leads to non-allocation of points.
Evaluation follows an 80/20 system: price (80 points) and specific goals (20 points). Specific goal: 51% and above Black Owned entities – 20 points, proven by CIPC registration, valid B-BBEE certificate/sworn affidavit, and SA ID document.
All prices must be firm and inclusive of VAT; the contract is the NEC4 Term Service Short Contract (TSSC4) with a two-part price list; no work may begin before an official purchase order or promissory note is received.
