Bidders must submit their bids in a sealed envelope clearly marked with the bid number, closing date, and dropped off in the tender box at SCMU, Ulundi Municipality, Corner of Princess Magogo and King Zwelithini Street, Ulundi, 3838 by no later than 12H00 on the closing date. The bid box is generally open from 07h30 to 16h30 Monday to Thursday and 07h30 to 15h15 Friday. All quotes must be submitted on the official forms – not to be retyped.

The Bidder must complete the following returnable documents: Form Page, Returnable Schedule, Certificate of Authority for Signatory, Compulsory Enterprise Questionnaire, Record of Addenda to Bid Documents, Declaration that Information on Central Supplier Database (CSD) is correct and up to date, Central Supplier Database Registration, Schedule of Previous Similar Works, Bidder’s Financial Standing, Declaration of Interest – MBD 4, Declaration for procurement above R10 million (all applicable taxes included) – MBD 5, Preference Points Claim Form in terms of the Preferential Procurement Regulations 2022 – MBD 6.1, Declaration of Bidders’ Past Supply Chain Management Practices – MBD 8, Certificate of Independent Bid Determination – MBD 9

The Bids will be evaluated using 80/20 Preferential Procurement Point System where 80 points are for the price, and 20 are for specific goals according to the PPPFA 2000 Act no. and SCM Regulation 2022. The minimum threshold for functionality is 70 points and any bid that obtains points below 70 points will be disqualified.

The tender is for the installation of a council chamber audio conference system. Only service providers registered with Central Supplier Database (CSD) will be considered.

The bidder must provide a detailed work plan with time frames and clearly explain how the project will be implemented and will commence work within seven days of appointment.

The bidder must have at least 5 years’ experience or more on the product offered to score 40 points for expertise.

The bidder must provide a pricing schedule and a bank rating certified by their banker, to the effect that they will be able to successfully complete the contract at the bided amount within the specified time for completion.

Foreign suppliers must complete Part B:3 questionnaire.

The contract arising from the invitation to tender shall be interpreted and construed in English. The employer will not compensate the tenderer for any costs incurred in attending interviews or making any submissions in the office of the employer.
