80/20 Preference Point System applies. Functionality is considered with a minimum threshold of 50% or 20 points. Bidders must score not less than 50% per segment in the functionality table; failing any segment makes the bid non-responsive.

Functionality (total 40 points):

• Relevant Experience (max 20 points): At least 10 successfully completed projects in EIA or ecological study, each valued at R50,000 or higher, completed within the past 15 years. 10 projects = 20 points; 5-9 projects = 10 points. Signed appointment letters or purchase orders and reference letters stamped and signed by the appointing institution must be attached.
• Expertise (max 20 points): Environmentalist must have at least a B-Tech/BSc in Environmental Management, 7 years' relevant experience, and be registered as a Professional Environmentalist with EAPASA. 7+ years = 20 points; 5-6 years = 10 points. Detailed CVs with certified copies of qualifications and proof of registration must be attached.

Price: 80 points.

The environmentalist must have at least a B-Tech/BSc in Environmental Management, 7 years' relevant experience (5-6 years earns fewer points), and be registered as a Professional Environmentalist with EAPASA. Detailed CVs with certified copies of qualifications and proof of registration must be attached.

Tender documents cost R300 per document, payable in cash or by bank guaranteed cheque made out to uMzimkhulu Municipality. Price validity must be 180 days. No other financial requirements (e.g., bonds, guarantees) are stated.
