Evaluation follows a two-stage process. Stage 1: Functionality (ability to deliver and experience) scored out of 100 on 8 criteria (human resources, client type, ANPR vehicles, implementation history, track record, offence volume, camera count, ASOD systems). Minimum 70 points to pass. Stage 2: Demonstration of compliance with technical specification, scored on each criterion (0-2 scale) out of 100, minimum 70 points. Responsive bidders then evaluated on price and preference points using the 90/10 system (price 90%, preference 10%) for contracts above R50 million. The highest total adjudication points wins.

The tender covers the provision of a comprehensive fine contravention system for the City of Cape Town. Includes: supply and installation of fixed and mobile cameras (including ANPR, ASOD, bus-lane, railway crossing), back-office contravention software (capturing, adjudication, summons printing, warrant management, payment integration), service centre operations, summons serving, roadblock support with ANPR vehicles, and readiness for AARTO processing. The contract period is 96 months: first 60 months for processing new fines, last 36 months for system wind-down. The CCT intends to appoint a primary bidder and a standby bidder.
