2.1 Magalies Water is a state-owned business enterprise that operates within the South
African legislation parameters of the Water Service Act , Public Finance
Management Act , and Public Audit Act . The primary function of
Magalies Water is to supply treated water in bulk to its municipal, industrial, and mining
customers.
2.2 Magalies Water is a Schedule 3B public entity established in terms of the Public Finance
Management Act (PFMA) and in terms of the Water Services Act (the Act),
which stipulates the mandate of water boards. These are summarized as follows:
a) To provide bulk water services as the primary activity in terms of Section 29 of the Water
Services Act ;
b) And other activities in terms of Section 30 of Water Services Act ;
2.3 Magalies Water is actively involved in project management and implementation of projects
on behalf of Municipalities and the Department of Water and Sanitation (as implementing
agents). Magalies Water often requires the services of capable service providers to play
the role of consulting engineer on behalf of Magalies Water in projects requiring
construction, refurbishment, evaluation, and or capital projects implementation.

3.1 Background
Hartbeespoort Dam is located in the Madibeng Local Municipality of the North-West Province, South
Africa, approximately 35 km northwest of Johannesburg and 20 km west of Pretoria. Completed in
1923, the dam is fed mainly by the Crocodile and Magalies rivers and serves as an important source
of water for irrigation, domestic use, tourism, and recreation. It has a surface area of approximately
20.6 km2 (2,063 hectares), a storage capacity of about 195 million cubic metres, and a catchment
area of approximately 4,120 km2. Over the years, the dam has experienced severe infestations of
alien invasive aquatic plants, particularly water hyacinth (Pontederia crassipes) and common salvinia
(Salvinia minima), which have at times covered more than half of the water surface. These
infestations, driven by excessive nutrient inputs from wastewater, agricultural runoff, and urban
pollution, have contributed to poor water quality, eutrophication, harmful algal blooms, reduced
biodiversity, and disruptions to irrigation, fishing, boating, and tourism. As a result, Hartbeespoort
Dam requires ongoing integrated management that combines physical removal, biological control,
and catchment-wide nutrient reduction to restore and maintain its ecological health.
3.2 Scope of work
The scope of work includes the identification, containment, physical and mechanical removal,
transportation, and beneficiation of alien invasive aquatic plants, primarily water hyacinth (Pontederia
crassipes) and common salvinia (Salvinia minima), from Hartbeespoort Dam. The work entails
surveying and mapping infested areas, deploying containment booms, harvesting invasive plants
using manual labour and mechanical equipment (such as aquatic weed harvesters, boats, and
excavators), and transporting the biomass to designated processing sites. The removed plant
material will be beneficiated through environmentally sustainable value-added processes, including
compost production, organic mulch, bioenergy generation, livestock feed (where appropriate), or
other approved commercial applications, thereby reducing waste and promoting a circular economy.
The project also includes safe disposal of non-recoverable biomass, routine monitoring and removal
of regrowth, rehabilitation of disturbed areas, compliance with environmental and occupational health
and safety requirements, and coordination with biological control and catchment management
initiatives to achieve long-term control of invasive aquatic vegetation and improve the ecological
health of Hartbeespoort Dam.
3.3 Expectation from the Service Provider
The Service Provider (SP) shall provide a comprehensive service for the physical and mechanical

11.1 Contract

11.2 Payments
Payment shall be made upon submission and approval of monthly progress reports confirming the
quantity of floating plants removed and achievement of contractual milestones.
11.3 Penalties
All penalties for non-performance will be set out in the Service level agreement.

Africa, approximately 35 km northwest of Johannesburg and 20 km west of Pretoria. Completed in
1923, the dam is fed mainly by the Crocodile and Magalies rivers and serves as an important source
of water for irrigation, domestic use, tourism, and recreation. It has a surface area of approximately
20.6 km2 (2,063 hectares), a storage capacity of about 195 million cubic metres, and a catchment
area of approximately 4,120 km2. Over the years, the dam has experienced severe infestations of
alien invasive aquatic plants, particularly water hyacinth (Pontederia crassipes) and common salvinia
(Salvinia minima), which have at times covered more than half of the water surface. These
infestations, driven by excessive nutrient inputs from wastewater, agricultural runoff, and urban
pollution, have contributed to poor water quality, eutrophication, harmful algal blooms, reduced
biodiversity, and disruptions to irrigation, fishing, boating, and tourism. As a result, Hartbeespoort
transportation, and beneficiation of alien invasive aquatic plants, primarily water hyacinth (Pontederia
crassipes) and common salvinia (Salvinia minima), from Hartbeespoort Dam. The work entails
surveying and mapping infested areas, deploying containment booms, harvesting invasive plants
using manual labour and mechanical equipment (such as aquatic weed harvesters, boats, and
excavators), and transporting the biomass to designated processing sites. The removed plant
material will be beneficiated through environmentally sustainable value-added processes, including
compost production, organic mulch, bioenergy generation, livestock feed (where appropriate), or
other approved commercial applications, thereby reducing waste and promoting a circular economy.
