Steel work repairs and maintenance for dredging services fleet – 5-Year as-and-when contract (TNPA/2026/07/1561/8782/RFP)

Submit electronically via the Transnet e-Tender Submission Portal (TDPS Supplier Submission Portal at https://esupplierportal.transnet.net/portal/). Register your company profile, log an intent to bid, and upload bid documents. Uploads are limited to 30 MB per upload; multiple uploads are permitted. All pricing must be completed electronically in the eSupplier portal; no paper pricing schedules will be accepted. Submit at least one day before closing to avoid technical issues; late submissions are not accepted. Each company must submit through its own registered profile; bids submitted through another company's profile will be disqualified. Joint ventures may submit through any partner's profile. Sign, stamp, and date the bottom of each page of all returnable documents before uploading. Evaluation is in three steps. Step 1: Preliminary evaluation – checks that the bid is lodged on time, all returnable documents are completed and returned, the bid is duly signed, the electronic pricing schedule is fully priced, and the bid materially complies with the scope. Step 2: Technical evaluation – minimum qualifying score of 60 points. Technical criteria weighting: Welder Qualification 55, Company Experience 25, Safety Health and Environmental 5, Programme 15, total 100. Final technical scores are rounded to 2 decimal places. Step 3: Final weighted scoring – Price criteria weighted 80/90 points (80/20 or 90/10 system) and Specific Goals (B-BBEE) weighted 20/10 points. Total score out of 100. Prices are fixed for the first 12 months, then adjusted annually based on the actual CPI published by Statistics South Africa (Statistical Release P0141, Headline CPI).

Scope: Provision of steel work repairs and maintenance for TNPA's dredging services fleet for a period of five (5) years on an 'as and when' required basis. The fleet consists of four dredgers operating in South African ports: Durban, Richards Bay, East London, Port Elizabeth, Ngqura, Mossel Bay, Saldanha, and Cape Town. All steel structures and components must be compliant with Bureau Veritas (BV) and South African Maritime Safety Authority (SAMSA) requirements to ensure seaworthiness, classification, and certification. The service provider must be suitably qualified and experienced. A 95% service level is guaranteed on random checks of compliance with specifications and on-time delivery; failure constitutes a material breach. Prices are quoted on a delivered basis to Durban. Quantities are estimates; orders are placed as and when required.

Bidders must have a proven track record in steel work repairs and maintenance. An experienced national account representative is required to work with Transnet's procurement department. Quarterly reviews will be held with the account representative. Transnet reserves the right to request replacement of any team member.

Pricing must be submitted electronically in the eSupplier portal. Prices in ZAR inclusive of VAT. Prices quoted on a delivered basis to Durban. Quantities are estimates; orders are 'as and when'. Prices fixed for first 12 months, then CPI-adjusted annually. Discounts only considered if unconditional. Deviation from the pricing schedule may render the bid non-responsive.

Prices must be quoted in South African Rand inclusive of VAT. Any disbursement not specifically priced will not be considered. Pricing must follow the prescribed pricing schedule; deviation may render the bid non-responsive. Prices are fixed for the first 12 months, then adjusted annually based on actual CPI (Stats SA Publication P0141). Discounts are only considered if unconditional. No bonds or guarantees are specified in the document.

Tax Compliance: Bidders must be tax compliant and submit a SARS Tax Compliance Status (TCS) PIN or CSD number. Each party in a JV/consortium/subcontractor must submit its own TCS/CSD. CSD registration is required (except foreign suppliers with no local entity). B-BBEE: A B-BBEE Status Level Verification Certificate or sworn affidavit must be submitted. Specific Goals Points Claim Form (Section 9) is required for preference points. Joint ventures must submit a consolidated B-BBEE certificate. Safety Health and Environmental criteria carry 5 points in the technical evaluation. Bidders must comply with applicable health, safety, and environmental laws. The document does not specify a detailed OHS plan requirement beyond the technical evaluation.

Bidders must submit details of their entity's environmental policies, including waste disposal, recycling, and energy conservation. Transnet may request ESG standing information at any stage, but it is not used for evaluation or disqualification.

The service provider must achieve a 95% service level on random checks of compliance with specifications and on-time delivery; failure constitutes a material breach and grounds for cancellation. The contract is for five years on an 'as and when' basis. Transnet may cancel the contract and request placement on the National Treasury Database of Restricted Suppliers for up to 10 years if incorrect information was furnished. The successful bidder must maintain all required certifications and renewals; failure to present renewals may lead to immediate termination.
