Submission channel: no facsimile, late or electronic tenders will be accepted; submit in person or by courier to the College. Tender documents are available at a non-refundable fee of R300.00 (VAT included) from the College website from 07 September 2026. Proof of payment must include the company name and tender reference number. The RFP document must be initialled and signed where applicable. Evaluation is in two stages. Stage 1: Functionality – bidders must score a minimum of 80% to proceed. Functionality is scored out of 100 points: 25 for proof of individual and company registration (Department of Employment and Labour Electrical Contractor Registration, Wireman's Licence, CIDB Grade 2EB or higher); 20 for required qualifications (Electrician with red seal or Semi-Skilled Electrician with RPL/2-3 years recognised training); 15 for three contactable reference letters on client letterhead from similar work in the past 5 years, signed and dated, indicating contract duration; 10 for proof of ownership/lease of tools and equipment (LDV bakkie, electrical testing instruments, power tools and hand tools); 10 for turnaround time (within 2 hours = 10 points, 3-4 hours = 5 points, above 4 hours = 2 points); 20 for locality (within Sedibeng District Municipality = 20 points, within Gauteng = 5 points, outside Gauteng = 2 points). Stage 2: Preference points – the 80/20 or 90/10 system applies (not explicitly stated, but SBD 6.1 is required). Bidders who meet the minimum functionality may be afforded an opportunity to submit outstanding pre-qualification/administrative documentation prior to contract award, excluding documents expressly stated as mandatory returnable by the closing date.

Scope: provision of electrical maintenance, repairs, installations, testing, commissioning and emergency services for Sedibeng TVET College for 36 months. The contractor must provide all labour, supervision, transport, specialised tools, equipment, consumables, replacement materials (where authorised) and technical expertise. Services include: preventive maintenance (e.g. total loss of supply, tripped breakers, distribution board failures, electrical fires, exposed live conductors, damaged underground cables, generator/UPS failures, emergency lighting, high mast lighting, security lighting, dangerous installations, flood/storm/lightning damage); corrective maintenance (fault finding, repair/replacement of cables, switches, sockets, lighting, breakers, earth leakage devices, isolators, conduits, distribution boards, contactors, relays, timers, generator connections, ATS, UPS, motors, workshop/laboratory installations, outdoor infrastructure); installation services (new reticulation, underground/overhead cables, conduits, trunking, cable trays, DBs, switchgear, isolators, sockets, lighting, floodlights, high mast, emergency lighting, security lighting, generator connections, ATS, UPS, surge protection, lightning protection, earthing, control panels, workshop/laboratory systems, LED lighting, smart controls, timers, motion sensors); testing, inspection and commissioning (insulation resistance, earth continuity, earth loop impedance, earth resistance, polarity, voltage, load, functional, phase rotation, prospective short circuit current, RCD, thermal imaging, generator, UPS, lux level, DB testing, protective device coordination); geysers and hot water systems (replacement of elements, thermostats, valves, vacuum breakers, temperature/pressure relief valves, new geysers, leak repairs, flexible connectors, hot water pipework); and emergency services (24/7, including weekends and public holidays, with an operational emergency telephone number and immediate dispatch of qualified personnel). All installations must comply with SANS 10142-1, the Occupational Health and Safety Act, Electrical Installation Regulations, local municipal by-laws, NRS standards, Eskom requirements and manufacturer specifications. Certificates of Compliance (CoC) must be issued by a Registered or Master Installation Electrician for all completed installations, alterations and additions, and submitted before final payment. Defective components removed from site become the property of the College unless otherwise instructed. Only new, approved, SABS-compliant materials shall be used unless authorised by the Employer.

Pricing schedule must be fully completed (Appendix B). Proof of payment for the tender document (R300.00) must be submitted. Financial statements: recent audited financial statements signed by the director and auditors for the last 2 financial years (2024-2025) OR a Statement of Management Account signed by the company director for the last 2 financial years (2024-2025). For JVs, both parties must submit. No other financial requirements (bonds, guarantees, payment terms) are stated.
