4.1 In terms of Regulation 4(2); 5(2); 6(2) and 7(2) of the Preferential Procurement Regulations,

plementation of numerous Human Settlements interventions through several
housing programmes and product typologies.
In an effort to stimulate housing, comply with legislative prescripts and resusci-
tate Nogaga A Rural Housing Project of Okhahlamba Local Municipality, the
Municipality resolved to appoint a service provider to undertake the completion
of P1.4 DRA of stage 1, conduct P4 beneficiary administration and construction
of 1250 top structures, rainwater harvesting and VIPs in Nogaga A Rural Hous-
ing Project of Ward 9 for a period of 3 years. Therefore, Implementing Agents
with necessary skills, experience and resources to meet the identified require-
ments are invited to bid. The bidders are required to submit proposals and,

Facilitate stage 2 rural housing project-packaging, approval and required
contractual arrangements between the identified stakeholders;
Project management of all stage 2 rural housing project milestones and
requirements;
Construction management and ongoing technical assistance;
Define and manage social facilitation and community participation
through appropriate communication and training / skills audit strategies;
Lead the process of community engagements including selecting the

Drafting of Project Steering Committee Constitution and chairing
monthly meetings.
Appoint Project Engineer and chairing of monthly Technical meetings in
the Project
Attend monthly Municipal Housing Forum meetings and report monthly
progress and issues blocking the project
Ensure compliance with relevant legislative, regulatory and policy pre-
scripts;
Provide strategic direction following project close out in respect of post
construction opportunities and utilisation of community empowerment
and resources accrued through the project implementation cycle;
Manage the Project Specific Account in line with financial management
prescripts;
Prepare and submit monthly accounts reconciliation reports to key stake
holders throughout the project cycle;
Make subsidy payments to material supplies and for wages as author-
ized IA;
Disburse project funds upon achievement of agreed milestones as per
financial modelling;
Submit to Okhahlamba Local Municipality and the Department, a recon-
ciliation of funds received and expenditure incurred on the specified ac-
count, after the project has been completed (Form part of Project Close
out);
Define and manage appropriate training / workshopping strategies pre,
during and post project implementation, to give effect to:
Broad understanding of general housing and policy requirements focus-
ing on Housing Programmes and its unique requirements and aims;
Provide guidance and clarity in respect of understanding of the manage-
ment processes and systems of the organisational structures, job de-
scriptions, tasks and associated renumeration, technical and financial
milestones and roles of key stakeholders and role players both external
and internal (on the project community);
Training with a view to foster municipal and community participation in
house design and cost implications (BOQ’s) and impact of decision to
accommodate future extensions and alterations;
Housing Consumer Education (Responsibilities and maintenance);
Workshop on various beneficiary contribution factors;
Quality Assurance Aspects;
Contribute to monitoring and control;
Broad understanding of legislative, regulatory technical standards at their im-
pact on the project;
Participate in setting criteria to support allocation of duties / jobs / sub-contrac-

of work and business opportunities (material and plant / tool suppliers) and
methodology to lobby for support funding from non-housing funds;

tures: Undertake the necessary activities to achieve beneficiary approval
and construction of super structures.
2.3 Closeout: Formally collate all Admin, Legal, Financial and Technical As-
pects, culminating in a comprehensive closeout report supporting a submis-
sion for Okhahlamba and Department approval.

Scope of work
Undertake all aspects of project implementation from stage 1 (part of i.e.
P1.4 DRA) and stage 2 of the rural housing project to closeout, through
the management and undertaking of the following key activities and out-
comes
Prepare project scope including the capital grant funding and salient pro-
ject risks and mitigation measures in-line with the implementation guide-
lines for housing Programmes, Policies and Frameworks;
Business Plan to incorporate project set up and organizational arrange-
ments as well as defined and user-friendly operating procedures and
systems to facilitate the technical, financial and communication / report-
ing requirement with an emphasis on training and empowerment and
skills transfer;
Facilitate stage 2 rural housing project-packaging, approval and required
contractual arrangements between the identified stakeholders;
Project management of all stage 2 rural housing project milestones and
requirements;
Construction management and ongoing technical assistance;
Define and manage social facilitation and community participation
through appropriate communication and training / skills audit strategies;
Lead the process of community engagements including selecting the
