To be responsive, the tenderer must attend the compulsory briefing session. Joint ventures are permitted if all members are CIDB registeredholidays, the lead partner has a Class EB Grade 6 grading or higher, the combined grading meets the requirement, and the JV has a signed agreement. Bidders must have access to a suitably qualified and experienced Electrical Maintenance Manager and Supervisor with low voltage experience. Eligibility criteria: Tenderers must be registered with CIDB in Class EB, Grade 7 or higher (or capable of being so prior to evaluation). Joint ventures eligible if every member is CIDB registered, lead partner has Class EB Grade 6, combined grading meets Grade 7, JV registered on CSD, all members submit returnable documents, tax clearance for all members, CIPRO certificates showing ownership percentages, and JV partners not lower than one level below required grading. Tenderers must have access to a suitably qualified and experienced Electrical Maintenance manager (single point of accountability) and Electrical Maintenance supervisor, both with experience in low voltage installation and maintenance. Tenderers must attend the compulsory briefing session and sign the attendance register. Tenderers must be registered on the Central Supplier Database. Tenderers must be tax compliant and not listed on Register of Tender Defaulters or National Treasury restricted database.

Evaluation uses Method 1: Administrative, Price and Specific Goals. Price scored with Formula 2 (Option 1): NFO = (1 - (P-PM)/Pm) x W1. Specific goals scorecard is consolidated for groups. After identifying top 3-4 tenders, the employer performs a risk analysis covering reasonableness of financial offer, resource capacity, and physical site visits. The employer may limit the number of districts awarded to a single tenderer based on resource capacity.
