As The purpose of this Request for Proposal (RFP) is to appoint a suitably qualified and experienced service provider for
the supply and delivery of end-user computing workstations, peripherals and device rental services to Wesgro for a period
of three (3) years.
The RFP is intended to support Wesgro's device lifecycle replacement programme and evolving operational requirements
through the procurement of devices and workstations over the three-year contract period. The actual number and type of
workstations purchased each year will be determined according to Wesgro's operational requirements, device lifecycle
replacement priorities, user profiles, available budget and internal approvals.
Peripherals will be procured on an as-and-when-required basis throughout the three-year contract period to support
workstation deployments, replace faulty or obsolete equipment, and address approved operational requirements, subject
to available budget and internal approvals.
3.1 Standard Business Laptops - Enterprise-grade business laptop - Dell or technically equivalent.
All business laptops supplied must be enterprise-grade devices suitable for mainstream professional business workloads
and optimised for mobility and power efficiency.

3.2 Developer Laptops - Dell Precision or Equivalent
These devices are intended for users performing software development, application development, advanced data
analytics, data modelling, artificial intelligence (AI), machine learning (ML), statistical analysis, virtualisation,
containerisation, database development, automation, scripting and other computationally intensive professional
workloads.

3.5 Peripherals
The type and quantity of peripherals procured in any given year shall be determined according to Wesgro's operational
requirements, existing equipment availability, compatibility requirements, available budget and internal approvals.
Peripherals may be purchased together with a workstation or independently as replacement, additional or standalone
equipment.

and DisplayPort and/or USB-C connectivity. Where USB-C is provided, it
should support power delivery/charging appropriate to compatible devices.

3.7 Asset Lifecycle & Security Requirements
All devices supplied under this contract shall support Wesgro's end-user computing standards, cybersecurity requirements,
asset lifecycle management processes and enterprise management environment.
The successful bidder shall ensure that all equipment supplied is compatible with Wesgro's existing ICT environment and
capable of supporting enterprise deployment, management and security controls.
As a minimum, all devices supplied under this contract shall comply with the following requirements:

information reasonably required to support Wesgro's ICT asset management
processes.
Product Documentation Product documentation, warranty information and applicable manufacturer
support details shall be supplied where applicable.
3.8 Warranty & Support Requirements
The successful bidder shall provide manufacturer-backed warranty and support services for all equipment supplied under
this contract for the applicable warranty period specified in the relevant technical specifications.
Each device and peripheral supplied under this contract shall be covered by the applicable manufacturer warranty for the
full warranty period, commencing from the date of delivery or invoice (as applicable), irrespective of the remaining contract
period.
The successful bidder shall be responsible for facilitating and managing the manufacturer warranty process for all
equipment supplied under this contract, including warranty registration or activation (where applicable), warranty
administration and coordination of warranty claims for the duration of the applicable warranty period.
The successful bidder shall, as a minimum, comply with the following warranty and support requirements:

End-of-Life Notification Wesgro shall be notified where a supplied device reaches manufacturer end-of-sale
or end-of-support during the contract period, together with recommended
replacement or successor models where applicable.
3.9 Supply Chain & Technology Refresh
The successful bidder shall maintain sufficient supply chain capability to support the delivery of equipment and peripherals
throughout the three (3) year contract period.
The successful bidder shall ensure the continued availability of products meeting the minimum technical specifications
contained in this RFP and shall promptly notify Wesgro of any product discontinuation, supply constraints or manufacturer
changes that may affect the fulfilment of purchase orders.
Where a specified product becomes unavailable, discontinued or reaches manufacturer end-of-sale during the contract
period, the successful bidder shall propose an alternative product that meets or exceeds the applicable minimum technical
specifications contained in this RFP. No substitute product may be supplied without the prior written approval of Wesgro.
The successful bidder shall, as a minimum, comply with the following supply chain requirements:

Notification of Wesgro shall be informed without undue delay of any circumstances that may impact

The successful bidder shall provide the following deliverables throughout the three (3) year contract period, on an as-andwhen-required basis, in accordance with Wesgro's operational requirements and approved purchase orders.
4.1 Supply of Devices
Supply and delivery of Business laptops as per the scope of requirements.
Supply of Developer devices as per the scope of requirements.
Supply of Desktop workstation devices as per the scope of requirements.
Supply of Apple MacBook devices as per the scope of requirements.
Supply of Tablet devices as per the scope of requirements.
Supply of Peripherals as per the scope of requirements.
Delivery within agreed timelines per issued Purchase Order.
Replacement of defective-on-arrival (DOA) devices within agreed turnaround period.
4.2 Warranty & Support
Minimum five (5) year manufacturer warranty for applicable devices as per the scope of requirements.
Provision of warranty confirmation documentation.
Firmware and security update support for the warranty period.
4.3 Asset Lifecycle & Security Compliance
Devices must support enterprise security controls (TPM, Secure Boot, encryption readiness).
Compatibility with enterprise device management platforms.
Alignment with Wesgro ICT lifecycle and security standards.
4.4 Reporting & Documentation
Delivery notes and invoices must contain serial numbers or universally unique identifiers (UUIDs).
Warranty and support documentation.
Rental usage and billing records (where applicable).
Any documentation required for audit and governance purposes.
The contract will be for a period of thirty-six (36) months starting from the date of appointment.
The tender will be evaluated on the following phases:

2.1 Phase 1: Mandatory All bids must comply with the mandatory requirements. Failure to comply
requirements evaluation with any of these requirements will immediately disqualify the bid.
2.2 Phase 2.1: Functional Bidders are required to achieve a combined minimum score of 70 points
requirements evaluation for functional criteria 2.1 in order to progress to be evaluated for the Price
and BBB-EE.
2.3 Phase 3: Price and BBBEE The 80/20 preference point system will be used to calculate points for
Price and BBB-EE, and the highest ranked bidder shall be the successful
bidder, unless objective criteria has been applied in accordance with
section 2 (1) (f) of the Preferential Procurement Policy Framework Act
(PPPFA).
The service provider must achieve the below mandatory requirements in order to proceed to be evaluated further. The
service provider must submit the required documentation as part of their proposal. Failure to submit the required
documentation will result in the bid being disqualified.

Preference Points Evaluation: As the RFP price is estimated to be between R1 million and R50 million including VAT, the
RFP responses will be evaluated on the 80/20-point system whereby the bidder obtaining the highest number of total
points will be awarded the contract unless objective criteria justify the award to another bidder.
In the event that two (2) or more bids have scored equal points in terms of price and preference, the successful bid must
be the one scoring the highest number of preference points in terms of PPPFA Act . However, when functionality
is part of the evaluation process and two or more bids have scored equal points for preference, the successful bid must
be the one scoring the highest score for functionality. Should two or more bids be equal in all respects; the award shall be
decided by the drawing of lots.
To qualify for the financial evaluation, bidders must meet all requirements as outlined in this RFP. This RFP will be
evaluated on the 80/20 points scoring principle as per the Preferential Procurement Policy Framework Act, 2000 and the
Preferential Procurement Regulations, 2022. Points scored will be up to a maximum of 80 points for price and up to 20
points for Specific Goals (BB-EEE contribution level).
