The Council for Geoscience (CGS) is a schedule 3A public entity organisation as defined by the

Public Finance Management Act (Act ). The CGS derives its mandate from the

Geoscience Act . The objectives of the CGS under the Act, is to produce world-class

geoscience knowledge products and to render geoscience-related services to the South African

public and industry. The strategic position of the CGS is to ensure that its activities contribute to

the national imperatives, namely, to free the potential of individuals by improving the quality of life

of all citizens, assisting in the growth and wealth of the country and eradicating poverty especially

in the rural areas of South Africa. It does this through the mandate of the Geoscience Act, which

3. Purpose of this request for proposal (RFP)

The Council for Geoscience requires a service provider to acquire, process and deliver cloud

free airborne hyperspectral imagery for two areas in the Richtersveld Subprovince, Northern Cape

Province, South Africa. The data must cover the spectral range of 400 – 2500 nm.

Airborne hyperspectral data must be collected over the Vioolsdrif and Springbok areas in

Namaqualand, Northern Cape Province (Figure 1).

3.1 Technical Specification

The imagery must have a ground sampling distance of 3 m or better and provide contiguous

spectral coverage in the 400 – 2500 nm spectral range. The VNIR spectral resolution must be 5 nm

or better and the SWIR spectral resolution should be 15 nm or better. Field spectra must be

collected during the surveys to provide ground truthing using a spectrometer that measures the full

spectral coverage of VNIR and SWIR from 400 to 2500 nm wavelengths. There should be no cloud

cover, or if this is not achievable, cloud cover of less than 5%.

3.2 The bidder

The bidder must demonstrate its ability (capability, expertise and accreditation) to manage and

perform the technicalities related to airborne hyperspectral contracts, implying direct access to the

necessary resources and technical know-how.

3.3 Equipment, Methodology, Infrastructure and Personnel

All equipment and personnel specified below must be of the highest quality and experience, and

the latest technology and techniques currently available in the hyperspectral industry must be used.

3.3.1 Aircraft

The Contractor shall supply information regarding the fixed wing aircraft (aircraft used for the

survey and any back-up aircraft) to be used for the survey flight operations as per Mandatory

and Functional Evaluation Criteria.

3.3.2 Airborne System

The airborne system shall as a minimum be equal to good industry standard as per Mandatory

and Functional Evaluation Criteria.

3.3.3 Personnel

The Contractor will prior to the commencement of the fieldwork deliver to the CGS a list of

personnel with description of skills, previous experience and functions in the survey operation.

3.4 Survey Specifications

3.4.1 Units

All measurements must be delivered in the metric system. All units used must be clearly

defined.

3.4.2 Specifics

The acquired data must have a preferred ground spatial distance of 3 m or better and the line

spacing has to be adjusted according to the specifications of the sensor being used in order

to get a minimum overlap of at least 10% between flight lines so that there are no gaps in the

surveyed area.

3.4.3 Line path

The aircraft shall maintain flight lines within ±10 m cross-track tolerance and flying height within

±10% of nominal terrain clearance.

3.4.4 Geolocation accuracy

GNSS/IMU integration shall provide final geolocation accuracy better than one ground pixel,

with PDOP < 3 and continuous tracking of at least 6 satellites.

Inter-band (spectral channel) co-registration error shall not exceed 0.5 pixel, ensuring spectral

integrity across the VNIR–SWIR range.

3.4.5 Aircraft attitude

Aircraft roll must be less than ±3°. Aircraft pitch must be less than ±2.5°. Aircraft yaw must be

less than ±4°.

3.4.6 Re-flying

The Contractor must fly at their own expenses the segments of lines that have not been flown

within the above specifications. Re-flown segments must always be attached to at least two

tie lines.

3.5 Equipment testing and calibration

3.5.1 Tests

The tests shall be conducted in terms of known and referenced accepted standards. These

tests should be done in the presence at site of a representative from the Council for

Geoscience or alternatively the raw data with time and date stamps should be attached as

proof that the tests have been carried out.

3.6. Data capture tolerance

3.6.1 Radiometric performance

• Radiometric calibration shall ensure reflectance accuracy of ±5% or better across

VNIR–SWIR bands

• Signal-to-noise ratio (SNR) shall be sufficient for mineral discrimination
• Radiometric stability shall be maintained across flight lines with no systematic striping

or gain drift artifacts after correction

3.6.2 Spectral performance

• The hyperspectral sensor shall maintain spectral calibration accuracy of ±1 nm or better

across VNIR–SWIR range

• Spectral drift during flight operations shall not exceed ±0.5 nm
• Spectral channels shall remain stable and co-registered across temperature and flight

conditions

3.7 Legal, statutory and regulatory requirements

The bidder must demonstrate possessing the necessary licenses and permits and ensure validity

of such documentation surpassing the final submission date of this Request for Proposal.

3.8 Safety, Health and Risk

The bidder must demonstrate the existence of processes and practices in place to support a safe,

healthy and low risk work environment.

The Contractor shall meet all the safety and insurance requirements in terms of the laws of the

Republic of South Africa. The Contractor shall therefore submit proof to the Council for

Geoscience in the form of copies of insurances (public liability, aviation liability, professional

indemnity)

Furthermore to the Contractor should provide comprehensive evacuation and contingency plans

in the event of an accident or such emergencies.

3.9 Deliverables

3.9.1 Deliverable Items

The Contractor must deliver the following original material standards and optional products:

Original Material from the Work:

An archive of all the list of materials being used in Bidder’s production such as field maps,

flight logs, notes, inception reports, progress reports, i.e. all documents

Standard Products

As minimum, the following standard products are required:

i) Digital Data

The acquired data has to be provided in file format readable in ENVI.

ii) Reports: A full acquisition, processing and compilation report with complete

references and description of all methods used, summary of events and

dates, description of data formats, etc. must be delivered. This includes both

standard and any optional services and products.

iii) Data Backup: The Contractor shall backup the data and final products for a

period of at least one (1) year.

Preliminary and final delivery of digital data

During the acquisition phase of the survey the Contractor shall deliver preliminary, digital

files containing line data and any maps produced for the sake of own quality control. The

final data delivery shall also contain the corrected data produced by the Contractor.

Consultation on Details

The Contractor and the CGS shall discuss and consult on any details arising during the

processing of the data concerning the layout of maps, presentation etc. before proceeding

as agreed.

3.9.2 Final Products and deliverables

3.10 Planned Schedule for the Work

3.10.1 Project Execution Plan

The Contractor must include an execution plan in the form of a Gantt-diagram showing start

date, end date and duration of the fieldwork and processing, estimated production figures at

suitable number of status dates, in-field processing, demobilization, processing at centre,

delivery of products and invoicing etc.

3.10.2 Timing of Survey

The Contractor must give important consideration to the timing of the survey to ensure the

subsequent timely delivery of data. Data acquisition shall commence as early as possible upon

signing of contract. Full weather, cloud cover, and solar angle analyses must be performed to

ensure that the survey is conducted under ideal conditions. The time allocated takes into

account – bad weather, availability of fuel, prevailing security situation and force majeure.

3.10.3 Monitoring and Evaluation of Progress

At dates agreed by the CGS and the Contractor, the progress of the work shall be reviewed

and compared with the estimated schedule for the production. If discrepancies exist, the

Contractor shall take immediate steps (extra crew, extra aircraft, etc.) to ensure that production

is increased in order to compensate for the lost production in the previous period.

3.10.4 Standby Time

The rate charged for standby, the conditions constituting a standby and as to when it becomes

applicable is to be agreed between the Council for Geoscience and the Contractor.

3.10.5 Conclusion of the Work

The entire project under this agreement, including delivery of all items, must be concluded not

later than an agreed contract date.

3.11 Reporting/Meeting arrangements

3.11.1 Inception

Meeting and report within 7 days of commencement of assignment.

3.11.3 Weekly Progress Report

The Contractor must inform the CGS regularly of the progress of the survey operations directly.

The weekly progress report must give a summary of:

• Production
• Problems encountered
• Daily tests and calibrations
• Data
• All relevant information to the CGS for monitoring of the survey operations.

3.11.4 Final report

• Electronic copy of draft final report 14 days after completion of the contract.
• Electronic copy of final report to be submitted 14 days after recommendations from

the Council for Geoscience have been incorporated and the revised report accepted.

3.12 Ownership of data

The ownership of all data collected and analysed vests with the Council for Geoscience.

3.13 Disqualification of bidders

Bidders who do not meet the minimum technical requirements will be disqualified from the bidding

process.

3.14 Cancellation and modification of tender

The Council for Geoscience reserves the right to cancel or modify this tender. Any decision to

modify the tender document shall be communicated to all prospective bidders. Failure to adhere

to modifications or addendums will constitute a disqualification.

5. Legislative framework of the bid

5.1. Tax Legislation

5.1.1. Bidders must be compliant when submitting a proposal to the Council for Geoscience

and remain compliant for the entire contract term with all applicable tax legislation,

including but not limited to the Income Tax Act, 1962 (Act No. ) and Value

Added Tax Act, 1991 (Act No. ).

5.1.2. It is a condition of this bid that the tax matters of the successful bidder be in order, or

that satisfactory arrangements have been made with South African Revenue Service

(SARS) to meet the bidder’s tax obligations.

5.1.3. The Tax Compliance status requirements are also applicable to foreign bidders /

individuals who wish to submit bids.

5.1.4. It is a requirement that bidders grant a written confirmation when submitting this bid

that SARS may on an ongoing basis during the tenure of the contract disclose the

bidder’s tax compliance status and by submitting this bid such confirmation is deemed

to have been granted.

5.1.5. Bidders are required to be registered on the Central Supplier Database and the

National Treasury shall verify the bidder’s tax compliance status through the Central

Supplier Database.

Geoscience makes no representations or warranties that the content of the bid or any

information communicated to or provided to Bidders during the bidding process is, or will be,

accurate, current or complete. Council for Geoscience and its employees and advisors will

not be liable with respect to any information communicated which may not accurate, current

or complete.

7.6. If Bidders finds or reasonably believes it has found any discrepancy, ambiguity, error or

inconsistency in this bid or any other information provided by Council for Geoscience (other

than minor clerical matters), the Bidders must promptly notify Council for Geoscience in

writing of such discrepancy, ambiguity, error or inconsistency in order to afford Council for

Geoscience an opportunity to consider what corrective action is necessary (if any).

7.7. Any actual discrepancy, ambiguity, error or inconsistency in the bid or any other information

provided by Council for Geoscience will, if possible, be corrected and provided to all Bidders

without attribution to the Bidders who provided the written notice.

7.8. All persons (including Bidders) obtaining or receiving the bid and any other information in

connection with the Bid, or the Tendering process must keep the contents of the Bid and other

such information confidential and not disclose or use the information except as required for

the purpose of developing a proposal in response to this Bid.

8. Late bids

Bids received after the closing date and time, at the address indicated in the bid documents, will

not be accepted for consideration and where practicable, be returned unopened to the Bidders.

9. Counter conditions

Bidders’ attention is drawn to the fact that amendments to any of the Bid Conditions or setting of

counter conditions by Bidders or qualifying any Bid Conditions will result in the invalidation of such

bids.

10. Fronting

10.1. Government supports the spirit of broad-based black economic empowerment and

recognizes that real empowerment can only be achieved through individuals and businesses

conducting themselves in accordance with the Constitution and in an honest, fair, equitable,

transparent and legally compliant manner. It is against this background the Government

condemns any form of fronting.

10.2. The Government, in ensuring that Bidders conduct themselves in an honest manner will,

as part of the bid evaluation processes, conduct or initiate the necessary

enquiries/investigations to determine the accuracy of the representation made in bid

documents. Should any of the fronting indicators as contained in the Guidelines on Complex

Structures and Transactions and Fronting, issued by the Department of Trade and Industry,

be established during such enquiry / investigation, the onus will be on the Bidder / contractor

to prove that fronting does not exist. Failure to do so within a period of 14 days from date of

notification may invalidate the bid / contract and may also result in the restriction of the Bidder

/contractor conducting business with the public sector for a period not exceeding ten years, in

addition to any other remedies Council for Geoscience may have against the Bidder /

contractor concerned.

11. Supplier due diligence

The Council for Geoscience reserves the right to conduct supplier due diligence prior to the final

award or at any time during the contract period. This may include site visits and requests for

additional information. The CGS reserves the right to verify any information supplied by the bidder

in the tender document and should the information be found to be false or incorrect, the CGS will

exercise any of the remedies available to it in the bid document. Reference letters will also be

authenticated.

12. Supplier pre-appointment vetting

Service providers may not be appointed or engaged for the provision of goods or services unless

a due diligence and vetting process has been completed to the satisfaction of the Council for

Geoscience. This process shall include, but is not limited to, verification of the supplier’s legal

status, financial stability, technical capability, quality assurance standards, compliance with ethical

and references from previous clients.

13. Submission of proposals

13.1. Bidders must submit two sealed envelopes/any form of packaging simultaneously, one

containing the technical proposal and the other the price proposal, enclosed together in an

outer single envelope/any form of packaging. (This is two-envelope bidding procedure)

13.2. Bid documents should be placed in the tender box at the aforesaid address on or before

the closing date and time (as specified above).

13.3. Bid documents will only be considered if received by Council for Geoscience before the

closing date and time, regardless of the method used to send or deliver such documents to

Council for Geoscience.
