Bid format:

• Prepare one Technical Bid and one Financial Bid separately, each marked "Original Technical Bid" or "Original Financial Bid".
• The original bid must be typed or written in indelible ink, signed by an authorised person, and every page initialled.
• Any corrections must be initialled.
• Bids must remain valid for 90 days after closing.

Disqualification risks:

Evaluation stages:

4. Post-qualification: the museum verifies the highest evaluated bidder's financial, technical and production capabilities before award.

Scope: comprehensive hygiene and cleaning services for Robben Island Museum for 36 months.

Sites covered:

• Quay 501

• Clock Tower Building
• Nelson Mandela Gateway (NMG)
• Robben Island (RI)

Services required:

• General cleaning (interior and exterior), including windows (high windows included), carpets, hard floors, walls, staircases, elevators, kitchens, ablutions, exhibitions and artifacts.
• Deep cleaning at all sites per schedule.
• Laundry service: wash all bedding of the Guesthouse (15 beds), Multi-Purpose Learning Centre (110 beds) and Clinic (6 beds) after every use; laundry must be done on the mainland.
• High window cleaning at NMG and on Robben Island.
• Hygiene services: supply (on rental) and maintain hygiene equipment, refill hand sanitizers and consumables, remove and dispose of sanitary bins.
• Cleaning of buses, vehicles and ferries (Krotoa and Sikhululekile) inside and out.
• Hospitality service: event and meeting set-up, tea and water stations, housekeeping for island accommodation.

Operational requirements:

• Provide proof of public liability insurance of R20 000 000 against accident, injury and death.
• Use environmentally friendly controls and SABS-approved chemicals; comply with OSHA and the Occupational Health and Safety Act.
• Meet HACCP principles / ISO 2200 requirements.
• Supply hygiene equipment on a rental basis; install after hours after the last tour boat leaves the island, with guidance from the Infrastructure and Facilities Manager.
• Keep stock refilled to avoid service interruption.
• Deploy personnel with relevant hygiene services experience.
• Provide one diesel vehicle on the island to transport cleaning equipment, displaying the company logo; RIM provides cargo vessel transport at no cost.
• Cleaning supervisor on the island must hold a valid driver's licence.
• Labour costs must not be below the sectoral wage determination.
• Provide proof of compliance with the Pension Funds Act and Unemployment Insurance Contributions Act.
• Attend mandatory monthly meetings with RIM staff representatives.
• Subject to quarterly performance evaluations.
• RIM may increase or decrease cleaning personnel numbers from time to time.

Quality standards: detailed standards for sweeping, mopping, dusting, window cleaning, toilet cleaning, hard floor care, waxing, carpet care, spot cleaning, staircases, kitchens and more (e.g. floors free of streaks, toilets spotless and disinfected, surfaces dust-free).

Pricing format:

• Prices must be quoted in South African Rands.
• Prices must be fixed for the first year; escalation on each anniversary in line with statutory price pronouncements (Labour Law Gazettes).
• Prices must be all-inclusive: duties, taxes, transport, insurance and incidental costs.
• Variable price quotations are rejected as non-responsive.
• Bids must be competitive and market-related.

Insurance:

• Successful bidder must submit proof of public liability insurance of R20 000 000 against accident, injury and death.
