Evaluation is in four stages:

1st Stage – Administrative and Compulsory Compliance: review of all submitted documents, attendance at compulsory briefing, completion of SBD 1, SBD 4, SBD 6.1, and General Conditions of Contract. Joint ventures/consortia must submit a signed agreement detailing percentage split and work portions. Failure here disqualifies.

2nd Stage – Pre-qualification Criteria (mandatory): valid COIDA letter, public liability insurance of R10 million, PSIRA registration and letter of good standing, director PSIRA membership Grade A or B, and Private Security Sector Provident Fund documentation (proof of payment for June, July, August 2026, registration confirmation, Section 13A letter, contribution schedule with at least 25 employees). Failure here disqualifies.

3rd Stage – Functionality/Technical Evaluation (scored out of 100):

• Methodology and work programme (30 points)
• Crime intelligence capability (20 points)
• Experience of the tendering entity (10 points)
• Firearm compliance (40 points)

Minimum qualifying score: 70 points. Bidders below 70 do not proceed.

4th Stage – Price and special goals: 80/20 or 90/10 preference point system per Preferential Procurement Regulations 2022. Price points: 80 (if R50 million and less) or 90 (if above R50 million). Specific goals (B-BBEE) points: 20 (if R50 million and less) or 10 (if above R50 million).

Specific goals points by B-BBEE level:

• Level 1: 20 points (or 10 if above R50m)

The Gauteng IDZ requires a security service provider to provide 24-hour guarding and patrolling, 7 days a week, at two precincts for a period of 60 months.

Sites:

• ORTIA SEZ Precinct 1: 7.5ha (75,000m2), Bonaero Drive, OR Tambo, Kempton Park. Comprises several buildings. Duties include access control, guarding, patrolling, VIP escort, protection of personnel/property/assets, incident response, after-hours inspections, lock and key control, operating electronic security devices.
• ORTIA SEZ Precinct 2: 29ha (290,000m2), adjacent to OR Tambo International Airport, off Atlas offramp, Kempton Park. Currently vacant land with clear-view perimeter fence and an ongoing construction project. Duties include guarding and patrolling the perimeter, access control, protection of assets, incident recording, after-hours inspections.

Services applicable (not limited to):

• Criminal investigations and court presentation.
• Contingency and emergency plans: backup support, evacuations, firefighting, crowd control, first aid, disaster management liaison.
• Communication and training programme for staff, emphasising customer service.
• Security risk assessment within 2 weeks of contract commencement and every 6 months thereafter.
• Pay employees no less than the minimum stipulated Grade remuneration per the Sectorial Determination.

Working hours: 2 x 12-hour shifts: Day 06:00-18:00, Night 18:00-06:00.

All equipment must be kept on site and fully operational for the contract duration. Equipment must be quoted in the bid; if not quoted, no fee/cost adjustments after award.

Uniform: corporate/industrial uniform suitable for all seasons, changed at least twice a year. Name tags and valid PSIRA cards required. Uniform pricing included in the price per security officer.

Training: provider responsible for training including refresher courses, CCTV operations, fire prevention and evacuation, first aid, event management, crowd management, communications, customer service, and investigations.

Periodic screening: all guards/officers must undergo security screening; random screening tests on an as-and-when basis by GIDZ.

Daily records: daily security reports for Precinct 1 before 10 am daily.

Monthly management meetings at ORTIA SEZ Precinct 1.

The service provider must provide a detailed methodology and work programme for contract execution, covering: programme of recruiting and deployment of the guarding force, registering and controlling visitors, event security, perimeter protection through CCTV surveillance, building access control, deploying and controlling patrol guards, offsite armed response team deployment, remote offsite monitoring, and overseeing contract execution. The provider must also undertake a security risk assessment within two weeks of contract commencement and every six months thereafter, providing a report with recommendations. Contingency plans for emergencies, including backup support, response times, evacuation, firefighting, crowd control, first aid, and disaster management liaison, must be submitted. The provider must have a communication and training programme for staff, emphasizing customer service, and a process for reporting emergencies to GIDZ and emergency services.

Bidders must demonstrate capability of providing security services at a National Key Point or High Security Environment, with experience measured through reference letters. High Security Environments include critical infrastructure (power stations, water reservoirs, telecommunication hubs), high value assets (diamond mines, minting facilities, central banks, bullion storage), sensitive information (security intelligence hubs, forensic laboratories), and public safety (airports, petrochemical refineries). Bidders must have five years or more experience in protecting a National Key Point site or high-risk critical infrastructure, with a minimum of five references, and proven experience of five years or more in crime intelligence capabilities and investigations.

The service provider must provide daily security reports for ORTIA SEZ Precinct 1 before 10 am daily. Monthly management meetings shall be held at ORTIA SEZ Precinct 1. The GIDZ reserves the right to request proof of training for each security officer as and when required. The service provider must have a communication and training programme for all staff, with emphasis on customer service. The provider must maintain a high standard of security to ensure the safety of all users. The GIDZ may audit remuneration paid to security guards as per the Sectorial Determination.

The pricing schedule (SBD 3.3) must be completed for both Precincts. For Precinct 1, manpower requirements include: Grade A (06h00-18h00, 1, Monday-Friday), Grade B (06h00-18h00, 7, Monday-Sunday), Grade B (18h00-06h00, 6, Monday-Sunday), Grade C (06h00-18h00, 12, Monday-Sunday), Grade C (18h00-06h00, 5, Monday-Sunday). Pricing must be submitted on SBD 3.3 (Pricing Schedule) in the financial envelope. The costing model must not be modified; if retyped, all line items must be listed as stated.

Prices must be quoted for each year over the 5-year contract period (Year 1 to Year 5), with monthly and annual totals, excluding VAT, then VAT at 15%, and total including VAT.

Manpower pricing must be inclusive of all costs: officers' salary (including public holiday rates), relievers, provident fund, UIF, training, transport, uniform, shift allowance, and all relevant PSIRA guidelines, tools, etc.

Security equipment must be quoted; if not quoted, no fee/cost adjustments after award.

Consolidated cost table: Manpower, Security Equipment, Total Price (excl. VAT), VAT at 15%, Total Price (incl. VAT) for Precinct 1, Precinct 2, and combined.

An incomplete price list renders the bid non-responsive.

GGDA/GIDZ may review pricing for market-relatedness and may negotiate with the preferred bidder.

Mandatory pre-qualification requirements (failure disqualifies):

• Valid letter of good standing from COIDA (Department of Employment and Labour).
• Valid public liability insurance of minimum R10 million (copy submitted with bid by closing date).
• Company registered with PSIRA, with valid letter of good standing confirming company status.
• Company directors must hold valid PSIRA membership, Grade A or B.
• Private Security Sector Provident Fund documentation:
• Proof of payment to the Fund for the three most recent months at bid submission (June, July, August 2026).
• Confirmation of registration with the Fund.
• Employer Status Confirmation Letter – Section 13A.
• Contribution schedule reflecting a minimum of 25 employees registered by the bidder.

Other compliance requirements:

• Tax compliance: submit SARS Tax Compliance Status PIN (TCS PIN) or CSD number. Each party in a JV/consortium/sub-contractor must submit a separate TCS/PIN/CSD number.
• Bidders must not be persons in the service of the state, nor have directors who are.
• B-BBEE: proof of B-BBEE status level to claim preference points. EME (revenue ≤ R10m) may submit a sworn affidavit; QSE (revenue R10m-R50m) at least 51% black-owned may submit a sworn affidavit; QSE less than 51% black-owned must submit a valid B-BBEE certificate plus sworn affidavit; entities above R50m must submit a valid B-BBEE certificate. Certificates must be issued by a SANAS-accredited agency. Sworn affidavits must comply with DTIC/CIPC format.
• Company registration documents: certificate of registration, change of name (if applicable), register of directors, and most current registered business address (CM1/CK1, CM9, CM22, CM29/CK2).
• Certified copies of ID documents for all current shareholders/members, including organisational structure.
• Certified documents must be within the current six (6) months.
• Bidders must be South African registered and controlled entities; all security officers must be South African citizens with valid ID documents or smart cards.
• Compliance with National Key Point Act/Critical Infrastructure Protection Act (CIPA) within six months of appointment (NKP Accredited).
• Valid letter of good standing with Security Provident Fund or reputable Private Provident Fund.
• Certified copy of valid firearm licenses for the company, together with the licenses of the firearms.
• Experience of five years or more in protecting a National Key Point site, and/or high-risk Critical Infrastructure, or Vital Installation, with a minimum of five references.
• Proven experience of five years or more in crime intelligence capabilities and investigations.

The service provider must comply with the Occupational Health and Safety Act. Security staff must be trained in first aid, fire prevention and evacuation procedures. The service provider must provide contingency plans for emergency situations including facilitating evacuations, immediate firefighting, crowd control, access control, and administering first aid. The provider must also have a communication process for reporting emergencies to GIDZ designated personnel and emergency services. The service provider must provide a valid letter of good standing from COIDA.

The service provider must monitor the water supply and pump station within the Precinct during routine patrols.

The contract is subject to the General Conditions of Contract (GCC) and any applicable Special Conditions of Contract. The GIDZ reserves the right to terminate the contract if service quality is not maintained to agreed service levels. The successful bidder must have public liability insurance of R10 million and insurance of R10 million for claims of theft, damage, or loss incurred by GIDZ. The GIDZ is not responsible for damages, losses, theft of equipment, or injury to the contractor's staff while on site. The service provider is responsible for damages caused by them. Service provider staff must be willing to undergo polygraph testing if necessary. The contract will be entered into subject to the signing of a Service Level Agreement. The GIDZ may conduct unscheduled or scheduled site visits to verify information. The GIDZ may amend bid conditions, validity period, specifications, or extend the closing date before closing, with written notice to bidders. The GIDZ reserves the right not to accept the lowest bid, to award to an empowerment company, or to award in part or whole without furnishing reasons.

Special conditions include: bidders must provide names, identity numbers, and street addresses of all directors, stakeholders, and members; the prospective service provider must be a South African registered entity and controlled entity, with all security officers being South African citizens; on award, bidders must consent to signing a Declaration of Confidentiality; additional security officers must undergo security screening by the State Security Agency and/or SAPS; bidders must comply with the National Key Point Act/Critical Infrastructure Protection Act within six months; minimum public liability insurance of R10 million; valid letter of good standing from COIDA; valid letter of good standing with Security Provident Fund; ability to provide armed response call out; certified copy of valid firearm licenses; human resources structure; experience of five years or more in protecting a National Key Point site; proven experience in crime intelligence; and ORTIA SEZ has the right to conduct site visits to short-listed bidders.
