Appointment of an electrical contractor for the upgrading of underground MV cables – Phase 7. Contract No GKM 10-26/27 (re-advertisement).

Scope of work:

1. Replace 150mm² faulty MV cable, 2 x 2006m (total 4012m), from Main Substation to Jimpayne Substation to complete the ring.
2. Replace 150mm² cable, 700m, between Cnr Hawthorne & Barclay and Cnr Hawthorne & Wylde Road.
3. Replace 150mm² cable, 2 x 1070m (total 2140m), from Central Substation to Jimpayne Substation.

All work must be performed by a contractor with a CIDB grading of 6EP or higher.

Prices must be firm and inclusive of VAT, valid for at least 90 days. The tender amount must be stated on MBD 1. Prices are made public at bid opening.

Municipal rates and taxes: Bidders must submit proof that the company and each director do not owe municipal rates, taxes or service charges for more than 90 days. Acceptable proof includes:

• Municipal statement not older than 90 days showing no arrears beyond 90 days.
• Valid lease agreement signed by both parties.
• Municipal rates clearance certificate or affidavit for rural/non-ratable areas.
• Letter or rates statement from landlord/body corporate if renting without a lease.
• Original affidavit stating reasons for not owing rates.

B-BBEE: A B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.

Joint ventures:

• Signed JV agreement identifying lead partner and percentage shareholding.
• Each partner must be CSD registered and tax compliant.
• Lead partner's CIDB grading must not be more than one level lower than required (e.g., if CIDB 6EP required, lead partner must have at least 5EP).
• JV grading calculator will be used to determine the JV's CIDB grade.
• Separate or combined MBD 4, 8 and 9 forms must be completed.

No bids will be considered from persons in the service of the state.
