Disqualification risks:

Evaluation stages:

1. Responsiveness check: compliance with all tender conditions, specifications, and returnable documents.
2. Price and preference scoring using the 80/20 preference point system (applicable up to R50 million including taxes).

• Price: maximum 80 points, scored using the formula Ps = (lowest price / tender price) × 80.
• Preference points (Specific Goals): maximum 20 points, allocated as:
• Promotion of Micro and Small Enterprises: up to 8 points (based on percentage of total expenditure or profit).
• Enterprise Supplier Development and Socio-Economic Development: up to 6 points.
• Skills Development OR Employee Share Scheme: up to 6 points.
• Contract awarded to tenderer with highest total adjudication points.

No minimum functionality score applies.

CCT may accept or reject any tender, and may cancel the tender process before contract formation.

Scope: Calibration, maintenance and upgrade of electrical measurement systems for the City of Cape Town.

Contract period: up to 36 months from commencement.

Tasks:

• Task 1: Calibration
• Task 2: Leads
• Task 3: Upgrade

Equipment items (or equivalent):

• KoCoS Metes 325
• KoCoS Metes 325 current probes (per set)
• Electronic power source (e.g. EPOS 300)
• Single-phase prepayment meter verifier (e.g. KoCos 12)
• 3-phase prepayment meter verifier (e.g. KoCos 32)
• Portable calibration set (e.g. KoCos CE160)
• 20% contingencies for minor repairs per purchase order (max 20%)

Labour rate: hourly, for high-level resource, including travel and subsistence.

Collection and delivery: to City's Electricity offices in Cape Town or other specified address.

Mandatory OEM authorisation: valid letter from Applied Precision PLC s.r.o. authorising calibration and maintenance of CCT test benches, with verifiable contact details.

Bidder must demonstrate professional and technical qualifications, competence, financial resources, equipment, managerial capability, reliability, experience, and personnel to perform the contract.

CCT may consider bidder's existing contracts with CCT.

Bidder must have legal capacity and not be insolvent or under business rescue.

Bidder must be able to perform contract free of conflicts of interest.

Bidder must comply with all specifications and conditions.

CCT may request samples, inspections, tests, and analysis; failure to provide may render bid non-responsive.

Bidder must provide all certificates as required, including tax compliance and preference points evidence.

CCT may perform risk analysis on reasonableness of rates and prices.

Price schedule includes tasks: Task 1: Calibration, Task 2: Leads, Task 3: Upgrade.

Items include KoCoS Metes 325 or equivalent, current probes, electronic power source (e.g. EPOS 300), single-phase and 3-phase prepayment meter verifiers, portable calibration set (e.g. KoCos CE160), and 20% contingencies for minor repairs per purchase order (max 20%).

Labour rate specified for high-level resource, hourly, including travel and subsistence.

Collection and delivery to City's Electricity offices in Cape Town or other specified address.

Prices must be fixed for contract duration, in Rand, including all costs except VAT.

Nil rates must be indicated as nil; otherwise item treated as nil rate.

Arithmetical errors corrected per rules: words govern over figures, line item total governs over rate.

Tender fee: R200.00 non-refundable for hard copy (not applicable to website downloads).

Pricing: fixed rates and prices for contract duration, not subject to adjustment except as per contract clause 17.

Prices must include all duties, taxes (excluding VAT), levies, expenses, and overheads.

Prices in Rand, per units specified in Price Schedule.

Nil rates must be entered as 'nil' or zero; otherwise item may be regarded as nil rate.

Arithmetical errors corrected: amount in words governs over figures; line item total governs over rate.

For tenders above R10 million (incl. VAT), bidders must provide on request:

• Audited annual financial statements for past 3 years (or since establishment)
• Certificate of no undisputed municipal debts overdue >30 days
• Particulars of contracts with organs of state in past 5 years
• Statement on foreign sourcing and payment transfers

Performance security and advance payment guarantee forms are included (Annexures C and D).

Tax compliance:

• Must be registered with SARS and tax compliant; submit valid Tax Compliance Status PIN.
• Each party to a joint venture must submit separate PIN.
• If recommended bidder not tax compliant, must provide proof of arrangement with SARS within 7 working days.

B-bbee:

• Preference points claimed under PPPFA 2022; submit sufficient verifiable evidence for Specific Goals.
• No specific B-BBEE level threshold stated.

OEM authorisation: mandatory from Applied Precision PLC s.r.o.

Electronic waste disposal: cover letter from disposal company required before orders placed.

Other eligibility:

• Not restricted under CCT SCM Policy.
• Not guilty of contravening Competition Act.
• No conflict of interest or association with bid specification committee.
• Not insolvent, in receivership, or under business rescue.

Bidder must comply with Occupational Health and Safety Act and Regulations.

On written request, submit a Health and Safety Plan demonstrating competence and resources.

Costs of compliance must be included in tender price.

An Occupational Health and Safety Agreement (C.3) is part of the contract, in terms of Section 37(2) of OHSA.

Disposal of electronic waste and batteries: a cover letter from the company used for disposal is required before orders are placed.

Contract period: up to 36 months from commencement.

Standby bidder may be appointed if contract terminated.

CCT may cancel tender before award for changed circumstances, lack of funds, no acceptable tenders, material irregularity, or inability to negotiate market-related pricing.

Objections/complaints: within 14 days of decision.

Appeals: within 21 days of notification, to City Manager, with R300 administration fee.

Tender validity: 120 days after closing, extendable to 12 months, then up to 6 months by mutual agreement.

Withdrawal of tender after closing only at CCT's discretion; unauthorised withdrawal may incur costs.

CCT may accept or reject any tender, and is not obliged to accept lowest.

CCT may accept tender with non-material deviations.

Bidder must cooperate with due diligence review if requested.
