Tenderers must be registered on the Central Supplier Database (CSD). Eligibility requirements: CIDB registration of 3 ME or higher, financial standing of 'C' or higher, and a performance guarantee letter of intent.

Evaluation under 80/20 system: Price (80 points), specific goals (20 points) comprising B-BBEE status level contributor (10 points) and promotion of local area enterprises (10 points). Total 100 points. Functionality scored on tenderer's experience and key staff experience.
