Disqualification risks:

• Failure to comply with SCM administrative compliance (correct documents, CSD registration, quoting all items, price on schedule).

• Bids below PSIRA rates.
• Late submission, regardless of reason.
• Unregistered on CSD at closing time.
• Bidders or directors in service of the state.

Evaluation phases:

1. Phase 1 – SCM Administrative Compliance: correctness of documents, compliance with bid regulations (CSD registration), quoting all items, price indicated on schedule. Failure results in non-responsive bid.
2. Phase 2 – Mandatory Requirements: all must be met, otherwise bid is non-responsive.
3. Phase 3 – Specific Goals (preference points).

Preference point system: 80/20 (80 points price, 20 points specific goals).

• Price points: maximum 80.
• Specific goals: maximum 20.
• Ownership by Black People: 10 points. Proof: sworn affidavit signed and dated by Commissioner of Oaths.
• Promotion of enterprise located in King Cetshwayo, uMkhanyakude, or Zululand District, KwaZulu-Natal: 10 points. Proof: municipal account, lease agreement, or original/certified letter from Ward Councillor.
• Failure to submit proof for specific goals means no points claimed for those goals.
• The department reserves the right not to award to the lowest bidder and not to award one service provider for multiple projects.

Scope: Rendering of private security services to the KZN Department of Public Works and Infrastructure, Zululand Sub-District Office (Vryheid) for 12 months.

Security personnel required (24 hours, 7 days a week, including public holidays):

• 2 x Grade C (male/female) – day shift 06:00 to 18:00.
• 1 x Grade C (male/female) – night shift 18:00 to 06:00.

Equipment required (costs to be included):

• 2 x torches
• 2 x two-way hand radios
• 2 x batons
• 1 x basic hand-held metal detector

Bidders must quote according to PSIRA rates; bids below PSIRA rates will be disqualified.

Mandatory requirements (with supporting documents):

• Owner/director must have Grade A or B PSIRA grading (certified copies of certificates).
• Entity must be registered with PSIRA (certified copy of company PSIRA certificate).
• Current payroll showing salaries per approved PSIRA rates and grades.
• COIDA / Workman's Compensation registration.
• UIF registration (copy of EMP201 certificate issued by SARS).
• Registration with Pension Fund for Security Officers (PSSPF).
• Proof of compliance with PSSPF.
• Public liability insurance or letter of intent (minimum R1 million).
• At least one company vehicle (attach logbooks or valid lease agreement).
• Company profile with previous experience and contactable references: three letters of award, accompanied by reference letters for contracts of not less than six months.

• Required security officers: 2 x Grade C day shift (06:00–18:00), 1 x Grade C night shift (18:00–06:00), 7 days/week including public holidays.
• Equipment costs: 2 torches, 2 two-way hand radios, 2 batons, 1 hand-held metal detector.
• Total cost includes guards, profit, overheads, plus 15% VAT.

Pricing format: firm prices only. Non-firm prices (including exchange rate variations) will not be considered.

• Price fixed for duration of contract; bidders must factor in CPI and Bargaining Council wage increases.
• Bid price including VAT must be stated on pricing schedule.

B-BBEE: A B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points. EMEs (revenue ≤ R10m) and QSEs (revenue ≤ R50m) may use sworn affidavits.

PSIRA: Entity must be registered; owner/director must have Grade A or B grading.

COIDA, UIF, PSSPF: registrations required.

No bids from persons in service of the state, or companies with directors/members in service of the state.

Contract period: 12 months.

• Successful bidder must sign SBD 7.2 (Contract Form – Rendering of Services).

• Price fixed for duration; no amendments after award.
• Bidders must comply with PSIRA minimum wage requirements.
• Fraudulent claims for preference points may lead to disqualification, recovery of costs, contract cancellation, restriction from state business for up to 10 years, and criminal prosecution.
