Bids must be submitted on the official forms provided, not retyped. Photocopies are allowed but must carry an original signature.

Each bid must be in a separate sealed envelope marked with the bidder's name and address, the bid number (KCD26/2770) and the closing date.

Every page of the bid document must be initialled. Alterations must be initialled; correcting fluid is prohibited.

No bids by post, telefax, telegraphic or electronic means will be considered.

Returnable forms (all must be completed and signed):

• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• SBD 3.1 (Pricing Schedule): firm prices, including VAT, valid for 60 calendar days.
• SBD 4 (Bidder's Disclosure): declares any state employment or connection to the procuring institution; false disclosure disqualifies.
• SBD 6.1 (Preference Points Claim): claims specific goal points under the 80/20 system.
• SBD 7.2 (Contract Form for Rendering of Services): signed by the successful bidder.
• Section C (Declaration that CSD information is correct and up to date).
• Section D (Official Briefing Session/Site Inspection Certificate): completed and signed after attending the compulsory briefing.
• Authority to Sign (Section K): proof of authority, e.g. company resolution.

Disqualification risks:

• Failure to comply with any SCM administrative compliance requirement (e.g. quoting for all items, indicating bid price).
• Failure to meet any mandatory requirement (PSIRA, COIDA, UIF, PSSPF, etc.).
• Bids below PSIRA rates.
• Not registered on CSD at closing time.
• Omission or non-signature of any returnable form.

Evaluation is in three phases:

Phase 1 – SCM Administrative Compliance: correctness of bid documents, compliance with bid regulations (e.g. CSD registration), quoting for all items, and bid price indicated on the pricing schedule. Failure results in rejection as non-responsive.

Phase 2 – Mandatory Requirements: all mandatory criteria must be met, otherwise the bid is non-responsive.

Phase 3 – Specific Goals (Preference Points):

• Preference point system: 80/20.
• Price: maximum 80 points.
• Specific goals: maximum 20 points.
• Specific goal 1 – Ownership by Black People: 10 points. Documentary proof: sworn affidavit signed and dated by Commissioner of Oaths.
• Specific goal 2 – Promotion of enterprise located in King Cetshwayo/uMkhanyakude/Zululand District, KwaZulu-Natal: 10 points. Documentary proof: municipal account, lease agreement, or original/certified letter from the Ward Councillor.
• Points for price calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin).
• Failure to submit proof for specific goals means no points are claimed for those goals.
• The department reserves the right not to award to the lowest bidder and not to award one service provider for multiple projects.

Scope: Rendering of private security services to the KZN Department of Public Works and Infrastructure, King Cetshwayo District Office-Eshowe for a period of twelve (12) months.

Service requirements:

• Security coverage 24 hours per day, 7 days per week, including weekends and public holidays.
• Required personnel per shift:
• 2 x Grade C (male/female) – day shift 06:00 to 18:00.
• 1 x Grade C (male/female) – night shift 18:00 to 06:00.
• Bidders must quote according to PSIRA rates; bids below PSIRA rates will be disqualified.
• Contractor must comply with minimum wage requirements as per PSIRA Regulations.

Equipment required (cost to be included in pricing):

• 2 x torch
• 2 x two-way hand radio
• 2 x baton
• 1 x basic hand held metal detector

Company experience: company profile detailing previous experience and contactable references. Attach three (03) letters of award, accompanied by reference letters for contracts not less than six (06) months.

Key personnel: Owner/Director must have Grade A or B PSIRA grading. Certified copies of the owner's certificate plus other members' certificates (if more than one director).

Pricing Schedule (SBD 3.1): Only firm prices accepted. Bid price including VAT, valid for 60 calendar days. Contractor must comply with minimum wage requirements per PSIRA Regulations. Price fixed for duration of contract; bidders to use CPI and Bargaining Council wage increases. Required security officers: 2 x Grade C (06:00-18:00) and 1 x Grade C (18:00-06:00), daily including weekends and public holidays. Bidders must quote according to PSIRA rates; bids below PSIRA rates disqualified. Equipment required: 2 x torch, 2 x two-way hand radio, 2 x baton, 1 x basic hand held metal detector. Total costs for 12 months, add 15% VAT.

Pricing format: Firm prices only. Non-firm prices (including those subject to exchange rate variations) will not be considered.

Bid price must be indicated on the pricing schedule (SBD 3.1), including VAT.

Offer validity: 60 calendar days from the closing date of the bid.

Price fixed for the duration of the contract. Bidders must use CPI and Bargaining Council wage increases in their costing; the department will not amend pricing after award.

Public liability insurance or letter of intent: minimum R1 million.

Payment terms: as per contract form (SBD 7.2), payment within 30 days after receipt of invoice.

Mandatory requirements (Phase 2) – all must be met, otherwise bid is non-responsive:

• Owner/Director must have Grade A or B PSIRA grading. Certified copies of the owner's certificate plus other members' certificates (if more than one director).
• Entity must be registered with PSIRA. Certified copy of the company's PSIRA certificate.
• Current payroll indicating salaries in accordance with approved PSIRA rates and grades.
• COIDA / Workman's Compensation registration.
• Proof of UIF registration (copy of EMP201 certificate issued by SARS).
• Registration with the Pension Fund for Security Officers (PSSPF).
• Proof of compliance with the Private Security Services Provident Fund (PSSPF).
• Public Liability Insurance or letter of intent (minimum R1 million).
• Company vehicles: minimum one (1) – attach copies of logbooks or valid lease agreement.
• Company profile detailing previous experience and contactable references. Attach three (03) letters of award, accompanied by reference letters for contracts not less than six (06) months.
• Valid ICASA licence for radio equipment and frequencies used, or lease agreement.

All returnable documents must be certified by a Commissioner of Oaths (except company experience – criterion 10) and must not be older than three (03) months from the date of the request for bid.

CSD registration: mandatory. If not registered at closing time, bid will be disqualified.

Tax compliance: submit SARS Tax Compliance Status (TCS) PIN or CSD number. A printed TCS certificate may also be submitted.

B-BBEE: A B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.

No bids will be considered from persons in the service of the state, or companies/close corporations with directors/members who are in the service of the state.

Phase 3 – Specific Goals: 80/20 preference point system. Specific goals: 1) Ownership by Black People – 10 points, documentary proof: Sworn Affidavit signed and dated by Commissioner of Oaths. 2) Promotion of enterprise located in specific region (King Cetshwayo/uMkhanyakude/Zululand District, KZN) – 10 points, documentary proof: Municipal Account, Lease Agreement, or letter from Ward Councillor.

Contract duration: twelve (12) months.

The successful bidder will be required to sign a written contract form (SBD 7.2 – Rendering of Services).

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract.

The department reserves the right not to award to the lowest bidder and not to award one service provider for multiple projects.

Fraudulent claims for preference points may lead to disqualification, recovery of costs, cancellation of contract, restriction from doing business with the state for up to 10 years, and criminal prosecution.
