Disqualification risks:

Evaluation stages:

1. Responsiveness: bid delivered before closing time, all returnable documents submitted.
2. Specification compliance: must quote for all items; partial quotes not considered.
3. Price and specific goals: 80/20 preference point system.

• Price: maximum 80 points.
• Specific goals: maximum 20 points (see B-BBEE table in SBD 6.1).

Total points = price points + specific goals points.

Award to highest-scoring bidder, unless justifiable grounds for lower score or no award.

Specific goals categories (points for 80/20 system):

• Category A (SMMEs): 100% Black-owned EME/QSE = 20 pts; at least 51% Black-owned = 18 pts; less than 51% = 16 pts.
• Category B (HDI large enterprises): based on B-BBEE level (Level 1 = 20 pts down to Level 8/non-compliant = 0 pts).
• Category C (BBBEE contributors large enterprises): Level 1 = 12 pts down to Level 5+ = 0 pts.

Proof required: valid B-BBEE certificate, affidavit, CSD report, certified ID copies as per table.

Scope: Catering for Wellness Day (heritage celebration) at SAHPRA Cape Town office on 30 October 2026 for 30 people.

Items required (must quote for all):

• Braai Selection (30 portions): chicken wings/drumsticks, short ribs, boerewors.
• Accompaniments: brown rolls, mild chakalaka, potato salad.
• Drinks (30): mix of 100% fruit juice 300ml and soft drinks 300ml.
• Halaal (2 portions): dedicated serving station, labelled, prepared and served by certified Halaal provider.
• Health Packs (30 packs): individually packed with assorted energy drinks 500ml, assorted energy bars, fresh fruit (apples and banana).

Service requirements:

• Braai meat delivered on site already prepared and ready to serve.
• Disposable 3-division plates, cutlery, serviettes, individually packed toothpicks.
• Service provider to bring warmers for serving station and dishing spoons.
• All food freshly prepared, professionally presented, served per applicable food safety and hygiene standards.
• Halaal certification documentation must be provided.

Pricing must be on SBD 3.1 (Firm Prices). Only firm prices accepted. Items to price: Braai Selection (30), Mix of fruit juice and soft drinks (30), Halaal (2), Health Packs (30). Provide unit prices and total per item, subtotal, VAT, total inclusive. Attach official quotation on letterhead. Quantities may be changed by SAHPRA during validity period.

Pricing format: Firm prices only (SBD 3.1). Non-firm prices (subject to exchange rate variations) not accepted.

Total cost to SAHPRA must be clearly indicated, excluding VAT, with VAT and total inclusive.

Quantities are not fixed; SAHPRA may change quantities during validity period.

No bid security, bonds, or guarantees mentioned.

Invoicing: must comply with Section 20 of VAT Act; submit to email on purchase order if awarded.

CSD registration: Mandatory. Submit proof of registration on National Treasury Central Supplier Database, or proof of application.

Tax compliance: Submit valid tax PIN issued by SARS or CSD registration number (MAAA). Tax Compliance Status (TCS) PIN via e-filing or printed certificate accepted.

B-BBEE: Required to claim preference points. Evidence per SBD 6.1:

• EME (revenue ≤ R10m): sworn affidavit.
• QSE (revenue ≤ R50m): valid certificate or affidavit.
• Large enterprise: valid B-BBEE certificate.

Specific goals points claimed based on ownership and B-BBEE level (see evaluation criteria).

Halaal certification: Required for Halaal items; proof attached to quotation.

State service prohibition: Bidders, directors, or members in service of the state are disqualified.

No CIDB grading required (not construction).

Food safety and hygiene: All food must be freshly prepared, professionally presented, and served in accordance with applicable food safety and hygiene standards.

Service provider to bring warmers for serving station to keep food warm.

Halaal meals: Must be prepared and served by a certified Halaal service provider; dedicated labelled serving station required.

Disposable plates, cutlery, serviettes, toothpicks to be used.

Quantities in pricing schedule are not fixed; SAHPRA reserves right to change quantities during validity period. SAHPRA may not make an award, award all items to one supplier, or split items among suppliers. Invoices must comply with Section 20 of VAT Act and be submitted to email on purchase order if awarded.

Evaluation based on responsiveness (timely submission, all documents), specification compliance (must quote all items), price (80 pts), and specific goals (20 pts). 80/20 preference point system. Highest total points wins; may accept lower score on justifiable grounds or make no award.
