Functionality threshold: minimum 70 out of 100 overall and at least 50% on each individual criterion. Weightings are national coverage 40%, reference letters 20% and response times 40%; bidders below either threshold do not proceed to price and preference points.
National footprint: bidders must prove national emergency medical coverage, in-house or through network partners, for both road and air ambulance support. Coverage of all nine provinces scores highest; coverage excluding Gauteng, KZN and the Western Cape scores lowest.
Reference letters: at least three contactable letters on the client's letterhead for similar work completed between 2020 and 2026. Three letters score 5, four to five score higher and six score highest; one to two letters or unrelated letters score zero.
Response times: bidders must state the maximum time to get a paramedic service to a CSIR site from the call. Under 20 minutes 24/7 scores 10, 20 to under 30 minutes scores higher, 30 to under 40 minutes scores 5, and 40 minutes or more scores lowest.
Registration and compliance: self-registration on National Treasury's CSD with the registration number supplied, plus a SARS Tax Compliance Status PIN or printed TCS certificate (each joint venture partner separately). Bidders on the Register of Tender Defaulters or the List of Restricted Suppliers, or whose directors are in the service of the state, are excluded.
Pricing and disqualification risks: pricing must follow the Annexure D Pricing Schedule exactly in Rand including all taxes, and must not appear anywhere in the technical proposal. Omitting any mandatory returnable document listed in Annexure E, attaching counter conditions, or amending any RFP condition invalidates the bid.
