Submission channel - electronic submission only via the ESKOM e-tendering site: https://etendering.eskom.co.za - Upload documents under the technical, commercial, financial and other folders. - All documents in pdf; the price list in pdf plus a copy in excel. - Maximum 500 mb per document; total submission capped at 4 gb. - NO zipped or condensed files; NO hard copies accepted. - Resubmission: only the latest version is accepted and earlier submissions become null and void. - The submission status must be indicated as complete. - NO public tender opening; tenders are downloaded electronically and prices are not read out. Returnables required at closing (disqualifying if not completed, signed and submitted) - annexure a — authorisation form, with certified proof of authority (board, members' or trustees' resolution, or jv power of attorney). - Annexure b — acknowledgement form. - Annexure c — tenderer's particulars. - Annexure d — integrity declaration form; the supplier integrity pact must be downloaded and read. - Annexure e — cpa requirements for local goods/services. - Annexure f — cpa(ig) for foreign goods/services, if applicable. - Annexure h — sbd 1 invitation to bid, for all tenderers including foreign suppliers. - Annexure j — sbd 4 bidders disclosure. - E-tendering help manual acknowledgement form. - Completed nec or other contract. - Completed pricing schedule, in pdf and excel. - Where applicable to the scope: ecsa/sacpcmp registrations, cvs, permits, licences and specific registration documents. Returnables required at closing (non-disqualifying; may be requested in writing within 5 working days) - annexure i — sbd 6.1 Preference points claim form under the PPPFA 2022 regulations. - Tax clearance certificate: certified copy from foreign tenderers with a south african footprint that are not on csd and have NO SARS pin, and from local tenderers that have not supplied a SARS e-filing pin or a csd profile/number. Foreign suppliers with NO south african footprint complete sbd 1 only and need NO tax compliance proof. - Tax evaluation questionnaire, where included, to establish personal service provider status for paye. - Employment equity act compliance: proof of submission of the employment equity report to the department of labour, for designated employers (south african tenderers only). Returnables required at closing for evaluation (zero score if omitted, NO disqualification) - proof of the specific goals claimed for PPPFA scoring. Joint venture bidders - letter of intent or valid jv agreement setting out each partner's rights, obligations and profit-sharing ratio. - Written confirmation that the jv will operate as a single incorporated business entity for the contract duration. - Confirmation of a single designated jv bank account, independent of the individual partners. Disqualification risks - any disqualifying returnable missing, unsigned or incomplete at closing. - Late submission; tenders received after the closing time are not accepted. - Failure to upload tender documents on the e-tendering system. - More than one tender submitted by the same bidder, individually or as a jv partner. - A tender signed by an unauthorised person. - Subcontracting 100% of the scope of work.
