PRASA seeks to appoint an experienced and skilled Service Provider through a RFQ process for a

period of twelve (12) months to provide Job Evaluation/ Grading (analyse and grade jobs/positions

services)

These services are required for PRASA Group made of the following business units:

▪ Corporate Office.

▪ Group Capital (GC)-PRASA Infrastructure Management (PRIM)

▪ PRASA Rai Operations.

▪ Intersite

2. Background Information

The last major JE project at PRASA was conducted in 2008/2009. As part of this project 149 junior

positions were profiled and graded. During this project, the organization adopted the Paterson Grading

methodology.

3. 3.1 Status Quo

Subsequent to the implementation of the Parity project, the organization has through the years been

appointing service providers on a short-term basis. The current service provider’s contract is due to

end on 23 July 2026.

3.2 Problem Statement

The lack of a JE system negatively affects the organisation’s compliance to the EEA and delays filling

of critical vacancies as well as implementation of new salary scales.

3.3 Project Benefits

The appointment of a service provider for the organization will have numerous benefits including:

• ensuring consistency in the JE/grading approach.
• implementation of good corporate practices in other HCM processes such as recruitment and

salary benchmarking.

• adequate and timeous responses to the Commission for Conciliation Mediation and Arbitration

(CCMA) settlements and salary adjustments requests.

The successful service provider is required to conduct job analysis and grade jobs/positions (both

management and non-management jobs/positions). The project duration will be twelve (12) months

and interactions with stakeholders will be in Gauteng or on virtual platforms.

Pricing and delivery schedule

Respondents are required to complete the attached Pricing Schedule in section 7

Assignment and sub-contracting

The successful Respondent awarded the contract may only enter into a subcontracting arrangement

with PRASA’s prior approval. The contract will be concluded between the successful Respondent and

PRASA, therefore, the successful Respondent and not the sub-contractor will be held liable for

performance in terms of its contractual obligations.

Governing law
