Stage 1B other mandatory requirements: COIDA letter of good standing, valid SARS PIN, completion of all RFP documentation including declarations, briefing session form D, attendance register for compulsory briefing, joint venture/consortium/subcontract agreement if applicable, and CSD registration number. Stage 2 technical/functionality: minimum threshold 80%. Sub-criteria: capacity of plant (70 points) and previous company experience (30 points). Stage 3 price and specific goals: price 80 points, specific goals 20 points, total 100. Price formula: PS = 80(1 - (Pt - Pmin)/Pmin). Specific goals include B-BBEE level 1/2, black youth owned, creation of new jobs, black women owned, and EME or QSE 51%.

Required plant: Wheel Front End Loader (Cat 950 or similar, 1.5 m³ heaped capacity), Bulldozer (CAT D7 or similar with universal blade), Backhoe Loader/TLB (Cat 428 or similar, 1.7 m³ bucket), Excavator (Cat 330 or similar), Tipper Truck (min 8 m³). Proof of ownership or bank letter certifying intent of ownership required. Previous experience: at least 5 contactable reference letters for similar projects completed in past 10 years, using the provided template.

Scope of work to be specified in Part C3. Parts C1 (agreements and contract data), C2 (pricing data), C4 (site information) included.

PRASA may negotiate market-related price with highest scorer, then second, then third; if no agreement, RFQ cancelled.

Prices must be quoted in South African Rand inclusive of all taxes. Pricing schedule must be completed in the prescribed format; deviations may render the bid non-responsive. Price offer must be firm and indicate basis. Cost breakdown and price escalation basis/formula must be indicated. Discounts considered only at final evaluation on unconditional basis. If highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second, then third; if no agreement, RFQ cancelled. Bid bond and CIDB grading are marked not applicable.

CSD registration required (Central Supplier Database). Tax compliance: valid SARS PIN or TCS certificate; if registered on CSD, CSD number may be provided. B-BBEE: minimum level 1, points allocated under 80/20 system. Specific goals require supporting evidence: sworn affidavit or B-BBEE certificate for level 1/2, certified ID copies for black youth/women owned, job creation documents, audited financials/B-BBEE certificate/affidavit for EME/QSE 51%. COIDA letter of good standing required. Completion of all RFP documentation including declarations. Joint venture/consortium/subcontract agreement required if applicable.
