Tenders must be deposited in the Tender Box outside the main entrance at uMngeni-uThukela Water, 310 Burger Street, Pietermaritzburg, before 12h00 on 01 October 2026. Submit an original plus one electronic copy on a USB stick. The outer package must show the tender number, title, closing date and time, and the tenderer's name and address. Tenders issued in more than one volume must be returned in the same manner and bound separately. No alternative offers will be considered. A two-envelope system is not applicable. Failure to complete and sign the Authority for Signatory may render the tender incomplete and lead to disqualification.

Evaluation is in two stages after eligibility: first functionality, then price and preference. A minimum functionality score of 70 points is required to be considered further. Functionality is scored on: Tenderer's Experience (40%), Experience of Key Personnel (40%), and Method Statement (20%). Failure to score a single point in any of these criteria renders the bid non-responsive. Price and preference use the 80/20 Preference Point Scoring System under the Preferential Procurement Regulations 2022 (80 points for price, 20 for preference). Preference goals: 10 points for an entity at least 51% black-owned (evidence: B-BBEE certificate or sworn affidavit/CSD), and 10 points for an entity at least 51% owned by black women (evidence: CSD/CIPC/B-BBEE certificate). Failure to submit proof for preference goals means those points are not claimed. The 90/10 system applies if the tender value exceeds R50 million inclusive of VAT.

The scope is the design and construction of a pre-thickener and rehabilitation of digester 5&6 staircase at uMngeni-uThukela Water, with a contract duration of 18 months. The project team must include a Civil (Structural) Engineer/Technologist, a Mechanical Engineer/Technologist, and a Chemical Engineer/Technologist, each professionally registered with ECSA as Pr Eng or Pr Tech Eng. The tenderer must arrange with the UUW Engineer for access to site for inspections. No alternative tender offers will be considered.

The tenderer must submit with the tender a letter of intent from an approved financial institution registered with the Financial Services Board, undertaking to provide a Performance Guarantee (Demand Guarantee) in the format included in Part T2.2. The tenderer must also submit a Letter of Intent for Public Liability. The tenderer's financial standing is a returnable document (T2.2.24).

Eligibility requires: an active CIDB grading of 6CE or higher; completion of the Bidders Disclosure Form (T2.2.2); achievement of at least 35% Contract Participation Goals (CPG) including a minimum 25% from uMngeni-uThukela Water area of operations and 10% local participation; and the required ECSA-registered professionals in the project team. Certificates to submit: Tax Compliance Status letter (with pin) from SARS, Central Supplier Database (CSD) Report, proof of good standing under the COID Act, Company Registration Certificate, valid CIDB certificate, and evidence for preference goals. The Bidders Disclosure Form requires declaring any employment by an organ of state, relationships with procuring institution staff, and all CSD-registered companies linked to directors; failure to disclose leads to disqualification. Persons listed on the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. Each party in a consortium/joint venture/sub-contractor must submit a separate TCS certificate/pin/CSD number. No bids will be considered from persons in the service of the state or companies with directors in the service of the state.
