Atns requires a service provider to rent, install, maintain and service floor-standing hot, cold and ambient water dispensers, and to supply and deliver purified drinking water in sealed 19-litre bottles, at east london airport (fael) and mthatha airport (faut). The contract runs for five years (60 months) on an as-and-when-required, rate-based basis with NO guaranteed volumes, and also covers still and sparkling 500ml bottled water. Bids are scored on the 80/20 system: price carries 80 points and specific goals 20 points (10 for 51% black-owned suppliers and 10 for 30% black woman-owned suppliers). The decisive bidder considerations are a fully priced sbd 3.1 Schedule for all five years, two compliant contactable reference letters for similar work completed in the past five years, and proof of an eastern cape locality footprint, without which the bid is disqualified.
Closing: 20 November 2026 at 11h00 CAT, submitted online through the e-Submission (e-Tender) system only; email submissions are not accepted and late bids are rejected.
Mandatory experience: at least two contactable reference letters on client letterhead for water dispenser rental, maintenance or drinking water supply work completed within the past five years, signed and dated with contact details; letters of appointment, award notices or contracts are not accepted as substitutes.
Eastern Cape locality footprint: municipality bill, lease, title deed, stamped letter from the local councillor, or an agreement or memorandum of understanding with a locally based partner; failure to provide this results in automatic disqualification.
Pricing: SBD 3.1 must be 100% completed for all five years across all five line items (dispenser rental per unit per month, maintenance per service, 19-litre bottles, still 6 x 500ml packs, sparkling 6 x 500ml packs), with VAT at 15% and a grand total; any deviation, omission or incomplete price makes the bid non-responsive, and prices must remain firm and fixed for the contract duration.
Evaluation: 80/20 system with 80 points for price and 20 points for specific goals (10 for 51% black-owned, 10 for 30% black woman-owned); claims must be made in SBD 6.1 and supported by a CSD report, CIPC documents, shareholder certificates, ID copies of shareholders and a valid B-BBEE certificate or sworn affidavit for EMEs/QSEs, or no points are awarded.
Compliance documents: CSD registration proof, a valid SARS Tax Compliance Status PIN valid for 60 days from submission, a completed and signed SBD 1, SBD 4 Declaration of Interest for each party, and OEM or professional body registration proof; missing any of these makes the bid non-responsive.
Service obligations: respond to breakdowns within 12 hours, attend site and start repairs within 24 hours, provide a temporary dispenser if repairs exceed 48 hours, and supply water meeting SANS 241 and Department of Health requirements, with quality assurance documentation on request.
